In the context of sustainable development, Inclusive Village Implementation is no longer just a discourse; it is an urgent necessity. This concept emphasizes the importance of recognition, participation, and equality for vulnerable groups, particularly persons with disabilities. The move towards an inclusive village has become a mainstream public policy, especially since the enactment of Situbondo Regent Regulation Number 10 of 2025 regarding the Guidelines for Forming Inclusive Villages and Urban Communities.
Development focus is no longer top-down but participatory and based on the real needs of residents, including those previously marginalized. Therefore, Inclusive Village Implementation serves as a strategic instrument to create a fair and sustainable living space. This aligns with a professional Village Decree that prioritizes human rights over administrative formalities.
A key mandate of the 2025–2029 RPJMN is to strengthen human resource development, including the fulfillment of disability rights. This is reinforced by local policies such as Situbondo Regional Regulation No. 3 of 2018 and various supporting decrees regarding inclusive education and disability regional action plans for 2025–2027.
Key Regulations for Inclusive Village Implementation
To fully understand the Village Decree framework for inclusivity, we must examine the legal foundations in Situbondo Regency:
- Regional Regulation No. 3 of 2018: Provides the legal basis for the protection and empowerment of persons with disabilities.
- Regent Regulation No. 10 of 2025: The primary technical regulation providing concrete guidance for forming inclusive villages, including assessment indicators.
- Regent Regulation No. 34 of 2021: Supports inclusive education to ensure equal access to learning within the community.
- Regent Regulation No. 74 of 2024: The basis for the 2025–2027 Regional Action Plan for inclusive village development.
Indicators, Steps, and Benefits of Inclusive Implementation
Core Indicators
Successful Inclusive Village Implementation relies on four strategic pillars:
- Access: Availability of physical and non-physical ease in reaching public facilities.
- Participation: Active involvement of vulnerable groups in village planning and decision-making.
- Control: The right to monitor and evaluate village policies professionally.
- Benefits: Fair and equitable distribution of development outcomes for residents.
Implementation Roadmap
- Needs Assessment: Identifying the basic physical, social, and psychosocial needs of persons with disabilities.
- Action Plan: Developing policies based on assessment results to be included in the Village Consultations (Musdes).
- Resource Allocation: Utilizing the APBDes (Village Budget) for inclusive facilities and capacity building for the Village Disability Group (KDD) and Disability Cadres.
- Supervision: Involving the entire village community in monitoring implementation for professional accountability.
Stakeholder Roles in Guaranteeing Inclusion
The Role of Village Empowerment Offices (DPMD)
Under Article 14 of Perbup No. 10/2025, the DPMD is responsible for cross-sector coordination, technical guidance (Bimtek), and rewarding villages that achieve inclusive milestones.
The Role of the Sub-District Head (Camat)
The Camat acts as a bridge between village-level Village Decrees and regency policies, ensuring that inclusion programs are integrated into village budgeting and planning documents.
The Role of the Community
Residents are the primary engine of success by advocating for disability rights, organizing inclusive activities, and ensuring no resident is left behind in the development process.
Integrating Inclusivity into Planning Documents
To ensure sustainability, inclusivity must be embedded in:
- Village Medium-Term Development Plan (RPJM Desa)
- Village Government Work Plan (RKP Desa)
- Village Revenue and Expenditure Budget (APB Desa)
Conclusion
An Inclusive Village is a tangible manifestation of social justice. With strong regulations like Situbondo Regent Regulation No. 10 of 2025 and active participation, villages can lead the way in national inclusivity. By formalizing these efforts through a Village Decree, we ensure that development truly belongs to everyone.
