The Minister of Villages and Development of Disadvantaged Regions has officially established Regulation Number 16 of 2025. This regulation serves as a technical follow-up to Government Regulation Number 37 of 2023. Specifically, it provides a vital roadmap for village governments to set their budget priorities for the Dana Desa 2026 fiscal year. These guidelines ensure that rural spending remains aligned with national development goals and the Village SDGs. By following this framework, local leaders can create meaningful change while maintaining strict administrative compliance.
8 Primary Focus Areas for Dana Desa 2026
According to Article 2, Paragraph (1), the Dana Desa 2026 budget is directed toward eight strategic sectors:
- Extreme Poverty Eradication: This is achieved through Direct Cash Assistance (BLT Desa) for eligible families based on official data.
- Climate Resilience and Disaster Preparedness: Including activities for climate mitigation, waste management, and adaptation to natural disasters.
- Health Service Promotion: Focusing on revitalizing village health posts and providing better access to doctors, nurses, and midwives.
- Food Security and Energy Self-Sufficiency: Developing agriculture, livestock, and local energy sources such as biofuels.
- Koperasi Desa Merah Putih Support: Accelerating the construction of village cooperative outlets and warehouses.
- Infrastructure through Cash-for-Work (PKTD): Prioritizing local labor and technology to increase the income of village residents.
- Digital Infrastructure: Providing internet access, network towers, and computers for village administration.
- Other Priority Programs: Addressing urgent local needs decided through a formal Village Assembly.
Technical Regulations for Direct Cash Assistance (BLT Desa)
The Dana Desa 2026 framework includes strict rules for BLT Desa to ensure it reaches those in extreme poverty:
- Benefit Amount: Every beneficiary family receives a maximum of Rp300,000.00 per month.
- Payment Method: Distribution can be made in cash or non-cash. Furthermore, payments can be made for up to three months at once.
- Eligibility Criteria: Priority is given to families losing livelihoods, households with chronic illnesses or disabilities, elderly individuals living alone, or female-headed households.
- Official Approval: The recipient list must be discussed and agreed upon in a Village Assembly. Consequently, it is legalized through a Village Head Decree.
Food Security and Energy Independence Initiatives
Village governments are encouraged to realize self-sufficiency through thematic activities under Dana Desa 2026:
- Food Availability: Managing food reserves and nutritious home gardens using the Cash-for-Work (PKTD) pattern.
- Accessibility: Building farm roads to support the smooth distribution of local agricultural products.
- Energy Self-Sufficiency: Converting agricultural waste into biofuel or biogas from livestock waste.
Health Services and Stunting Prevention
Accelerating stunting reduction is a major goal for Dana Desa 2026 through the following interventions:
- Nutritional Support: Providing supplementary food (PMT) based on local ingredients and monitoring child development.
- Cadre Support: Offering incentives for Human Development Cadres (KPM) and Posyandu workers who handle stunting cases.
- Disease Control: Promoting health awareness for TBC, HIV/AIDS, malaria, and mental health issues within the village.
Village Operational Funds (Maximum 3%)
The village government may use up to 3% of the Dana Desa 2026 total for operational costs. This budget covers:
- Coordination Costs: Including internet fees, meeting expenses, and official travel to the sub-district or district offices.
- Social Emergency Response: Transport for emergency health services, funeral assistance for poor residents, and disaster logistics.
- Supporting Activities: Organizing official ceremonies, school supplies for high-achieving poor students, and local product exhibitions.
Prohibited Uses of the Village Fund
To maintain high accountability, Dana Desa 2026 cannot be used for:
- Paying honorariums for the Village Head, village officials, or BPD members.
- Official travel outside the district or city boundaries.
- Paying for health insurance (BPJS) or employment insurance for village officials.
- Office renovations that exceed a value of Rp25,000,000.00.
- Technical guidance (Bimtek) or study tours conducted outside the local district.
Transparency and Sanctions for Non-Disclosure
Transparency is a mandatory part of Dana Desa 2026 management. Governments must publish their budget focus on billboards, social media, or village websites. At a minimum, this publication should include the activity name, location, and budget amount.
Warning on Sanctions: Any village that fails to publish their Dana Desa 2026 usage will lose the authority to allocate the 3% operational fund in the following fiscal year. Therefore, keeping the public informed is both a legal duty and a financial necessity for every village.
Conclusion: Paving the Way for Rural Prosperity
In conclusion, the 2026 Village Fund guidelines represent a powerful opportunity for rural transformation. By focusing on food security, poverty eradication, and technological growth, villages can build a sustainable future. We invite all village leaders and community members to collaborate in implementing these priorities effectively. Through unity and transparency, the goals of Dana Desa 2026 will surely improve the lives of all residents across the nation.
