The preparation of the Village Medium-Term Development Plan (RPJM Desa) begins with the formation of a special team by the elected village head. The team appointed through the Village RPJM Decree is responsible for drafting the village development planning document for the next 6-year period. The formation of this team is a direct implementation of Article 27 of the Minister of Villages, PDTT Regulation Number 21 of 2020.

According to the regulation, the village head is mandatory to form a team to draft the RPJM Desa with an odd number of members, at least 7 people. This team is established through a Village Head Decree, commonly referred to as the Village RPJM Decree for the drafting team. This team holds a central role in the village planning process, covering all stages from initial preparation to the final determination of the document that will serve as the development guide for 6 years.

Composition of the Drafting Team

The composition of the drafting team as stipulated in the regulation consists of several key positions:

  1. Advisor: Held by the Village Head.
  2. Chairperson: Selected by the Village Head based on ability and expertise.
  3. Secretary: Appointed by the Team Chairperson.
  4. Members: Derived from village officials, Village Community Empowerment Cadres (KPMD), and other village community elements.

The community elements included in the Village RPJM Decree must be inclusive and represent various groups, such as:

  • Traditional leaders, religious leaders, and community figures.
  • Educational and cultural figures.
  • Farmer, fisher, or artisan organizations/groups.
  • Women’s groups and child protection forums.
  • Representatives of poor families and groups with special needs (disability groups).
  • Health cadres and environmental activists.
  • Youth or student groups and social organizations.
  • Other community institutions according to the objective conditions of the village.

Crucially, the team’s membership must include at least 30% (thirty percent) gender equality and justice representation.

Legal Tasks of the RPJM Drafting Team

The duties of the team as per the Village RPJM Decree and ministerial regulations include:

  1. Aligning the direction of District/City development policies.
  2. Drafting programs and activities that enter the Village.
  3. Facilitating Village Situation Assessment (Pengkajian Keadaan Desa) to align data and information within the Village Information System (based on Village SDGs results and roadmap).
  4. Preparing the Village Situation Assessment report.
  5. Facilitating the Village Development Planning Deliberation (Musrenbang Desa) for RPJM Desa discussions.
  6. Drafting the RPJM Desa document.
  7. Refining the draft of the RPJM Desa based on deliberation results.
