Village assets represent the foundational wealth of a community, consisting of properties derived from original village heritage, purchases made through the Village Budget (APBDes), or other legitimate acquisitions. To protect these resources, Asset Integrity must be prioritized. As mandated by Situbondo Regency Regulation (Perbup) Number 64 of 2017 (later amended by Perbup Number 72 of 2018), village asset management must adhere to the principles of functionality, legal certainty, transparency, efficiency, and accountability.

The Village Head, as the primary authority over village wealth, holds the responsibility for the entire management lifecycle. However, to ensure Legal Compliance and operational efficiency, part of this authority is delegated to Village Apparatus, specifically the Head of General Affairs (Kaur Umum), who is formally appointed via a Village Head Decree (SK Pengelola Aset Desa).

Defining the Scope of Asset Management

Professional Asset Integrity involves a comprehensive series of activities designed to track and preserve village property. Under the current regulatory framework, asset management includes:

  1. Needs Assessment: Proposing the annual requirements for village assets based on developmental goals.
  2. Usage Authorization: Submitting formal requests to the Village Head for the utilization of assets acquired through APBDes or other legal means.
  3. Asset Inventory: Conducting regular and systematic census-taking of all village-owned property.
  4. Maintenance and Protection: Actively securing and maintaining the physical condition of assets under their management.
  5. Accountability Reporting: Compiling and delivering comprehensive reports regarding the status and value of village assets to the executive leadership.

Implementing a strict Asset Integrity protocol is the best defense against administrative errors and financial loss. When Legal Compliance is treated as a priority, the village becomes “audit-ready,” significantly reducing the risk of findings by regional inspectors or the State Audit Board (BPK). Clear documentation of every land parcel, building, and vehicle owned by the village ensures that these resources continue to serve the public interest for decades to come.

Furthermore, professional asset management allows the village to leverage its property for economic gain, such as through BUM Desa partnerships or leasing agreements, provided these actions follow the established regulatory procedures. This strategic use of assets can significantly increase Village Original Income (PADes), leading to greater financial independence.
