The Village Family Welfare Empowerment movement, known as PKK (*Pemberdayaan Kesejahteraan Keluarga*), is a central pillar of rural development. Functioning as a mobilization force, PKK is tasked with improving the overall quality of life, focusing specifically on the core unit of society: the family. By formalizing the PKK Driving Team (TP-PKK) through a Village Head Decree (SK), the local government establishes a legal mandate for Family Welfare initiatives and systemic Women’s Empowerment.
The legal foundation for the SK PKK Desa is mandated by Article 8 of the Ministry of Home Affairs Regulation (Permendagri) Number 36 of 2020. - Advancing Women’s Empowerment: Strengthening the role of women in economic, educational, health, and leadership sectors within the village.
- Educational Outreach: Providing counseling and dissemination of vital information regarding maternal health, child nutrition, and household management.
- Community Mobilization: Strengthening social solidarity and encouraging active participation in village development projects and problem-solving.
- Economic Development: Stimulating the village economy through micro-enterprise development, skill-based vocational training, and agribusiness initiatives.
- Environmental Stewardship: Promoting the maintenance of a clean, healthy, and sustainable village environment through waste management and “Hatinya PKK” (Green Garden) programs.
- Disaster Resilience: Assisting in emergency response and disaster risk reduction, ensuring families are prepared for potential environmental or social crises.
Integrating PKK Activities into the Village Budget (APBDes)
For Family Welfare programs to be effective, they must be supported by adequate financial planning. A formal Village Head Decree allows PKK activities to be integrated into the Village Revenue and Expenditure Budget (APBDes). This ensures that Women’s Empowerment initiatives—such as sewing classes, nutrition workshops, or health screenings—are funded sustainably and managed transparently.
Furthermore, the decree provides the TP-PKK with the institutional standing to collaborate with external stakeholders, including health centers (Puskesmas), agricultural offices, and private sector partners. This synergy allows the village to access specialized resources and training that further amplify the impact of local empowerment efforts.
