The Social Engine: Driving Family Empowerment through Community Integration

The stability of a nation is built upon the welfare of its smallest unit: the family. Permendagri Number 36 of 2020 is the definitive instrument for Family Empowerment. Established as the implementing regulation for Perpres Nomor 99 Tahun 2017, this regulation provides the legal operational framework for the PKK movement. By formalizing the role of family-centered initiatives, the government ensures Community Integration, where families actively participate in national development through structured social networks at the neighborhood (RT/RW) and village levels.

This regulation serves as a strategic roadmap for local governments to harmonize family welfare programs with national priorities.

Institutional Definitions and Roles

To achieve high-resolution Family Empowerment, the regulation defines the PKK and its driving force as follows:

  • Family Empowerment and Welfare (PKK): A prominent Village/Urban Community Institution that facilitates community participation in family welfare. It operates from the grassroots level, coordinating Dasa Wisma groups to ensure every household is reached.
  • PKP Empowerment Team (TP PKK): A strategic partner to the government and other social organizations. It functions as a facilitator, planner, implementer, controller, and mobilizer across all administrative tiers to ensure the success of the PKK programs.

The Framework of TP PKK Desa

Under Article 3 of Permendagri 36/2020, the Village Head is mandated to facilitate the PKK movement by forming the TP PKK Desa, which is formalized through a Village Head Decree (SK). This structure ensures Community Integration by placing key administrative wives/husbands at the helm of social leadership:

  • Chairperson: Held by the spouse of the Village Head.
  • Vice Chairperson: Held by the spouse of the Village Secretary.
  • Secretary and Treasurer: Appointed to manage administrative and fiscal integrity.
  • Working Groups (Pokja): Specialized teams tasked with executing the 10 Principal Programs of PKK.

Specialized Working Groups (Pokja)

The TP PKK Desa operates through four distinct Working Groups, each acting as a pillar for Family Empowerment:

  1. Working Group I: Manages programs related to the appreciation and practice of Pancasila values and the spirit of mutual cooperation (Gotong Royong).
  2. Working Group II: Focuses on education, vocational skills, and the development of cooperative-based economic life.
  3. Working Group III: Manages food security, clothing, housing, and efficient household management.
  4. Working Group IV: Oversees health initiatives, environmental sustainability, and healthy family planning.

Conclusion: Strengthening the Foundation of the Nation

In conclusion, Permendagri Number 36 of 2020 is the definitive instrument for Family Empowerment and Community Integration. It transitions the PKK from a social tradition into a professionalized community institution with clear legal mandates. By empowering families through the four specialized Pokjas and solidifying the TP PKK Desa structure, the Village Government creates a resilient social infrastructure. A well-empowered family is the ultimate safeguard for a healthy, educated, and prosperous nation.
