Musdes Agenda

- Validation, finalization, and formal determination of the Beneficiary Families (KPM).
Beneficiary Eligibility Criteria
The determination of beneficiaries follows a strict priority hierarchy to ensure targeted assistance:
- Primary Priority: Poor families residing in the village who are registered in Decile 1 of the extreme poverty eradication targeting data.
- Secondary Priority: If no Decile 1 data is found, the village may select beneficiaries from Deciles 2 through 4.
- Alternative Criteria: If Deciles 1–4 are unavailable, the village may determine beneficiaries based on the following indicators:
- Loss of primary livelihood.
- Families with members suffering from chronic/prolonged illness or disabilities.
- Families not currently receiving PKH (Family Hope Program) social assistance.
- Households consisting of a single elderly person (living alone).
Legal Formalization
The final list of Beneficiary Families produced during the Musdes must be legalized through either a Village Head Regulation (Perkades) or a Village Head Decree (SK Kepala Desa). This legal step ensures that the disbursement of funds from the Village Budget is transparent and auditable.
