The foundation for the integrated RPJM Desa amendment is the provision of Article 39 paragraph (1) of Law Number 3 of 2024, which states that the Village Head holds office for 8 (eight) years from the date of inauguration. Furthermore, Article 79 paragraph (2) letter a mandates the preparation of the Village Medium-Term Development Plan for a period of 8 (eight) years. Based on this, village governments are required to adjust their medium-term planning (RPJM Desa) to cover the extended term from the original 6 (six) years to 8 (eight) years.
This policy, stemming from the Revision of the Village Law, allows for amendments as specified in Article 28 of Permendagri Number 114 of 2014. The regulation states that a Village Head may amend the RPJM Desa in the event of fundamental changes in government policies at the central, provincial, or district/city levels.
Integrated Village Planning
Currently, village governments are beginning to prepare the annual Village Government Work Plan (RKP Desa). To ensure efficiency, the process of amending the RPJM Desa for the 7th and 8th years is integrated with the preparation of the following year’s RKP Desa. This is referred to as Integrated Village Planning.
Without diminishing the essence of each document, the Village Head forms a single integrated team to handle both the RPJM Desa amendment and the RKP Desa drafting simultaneously. This alignment follows the mandates of Permendesa PDTT Number 21 of 2020 as amended by Permendesa Number 6 of 2023.
Duties of the Integrated Drafting Team
The Village Head assigns the Integrated RPJM Desa Amendment Drafting Team the following tasks:
- Drafting the RPJM Desa Amendment by reviewing the alignment of Village Development Planning directions, considering:
- Recommendations from the updated IDM (Village Development Index) data;
- The Village SDGs Roadmap established by the Village Head;
- Programs based on Village SDGs data collection;
- Participatory and inclusive community proposals.
- Drafting the RKP Desa and DU-RKP through a review of development financing and a re-evaluation of the RPJM Desa, considering:
- IDM data updates and Village SDGs recommendations;
- Aspirations captured directly or through the Village Consultative Body (BPD).
- Preparing activity plans, technical designs, and Budget Estimates (RAB);
- Facilitating the Village Assembly (Musdes) to discuss and agree upon the Draft RPJM Amendment and RKP Desa;
- Facilitating the final Village Assembly for the enactment and legalization of the planning documents.
Team Structure and Membership
The Decision Letter (SK) for the Integrated Drafting Team consists of:
- Supervisor (Pembina): The Village Head;
- Chairperson: Selected by the Village Head based on consensus and expertise;
- Secretary: Appointed by the Chairperson;
- Members: Including village apparatus, Village Empowerment Cadres (KPMD), and various community representatives (traditional/religious leaders, women’s groups, youth forums, representatives of the poor, and people with disabilities).
