A Temporary Waste Disposal Site (Tempat Penampungan Sementara – TPS) is a designated facility where waste is collected before being transported to recycling centers, processing plants, or integrated waste treatment sites.

According to Article 5 of Ministry of Home Affairs Regulation (Permendagri) Number 33 of 2010, regional waste management must follow specific steps: sorting, collection, transportation, processing, and final disposal.

Waste Sorting and Transportation Mechanisms

Sorting begins at the household level by separating organic and inorganic waste. The transportation process is divided into specific responsibilities:

  • From Households to TPS: Managed by waste management agencies formed by the RT/RW (Neighborhood/Hamlet associations).
  • From TPS to TPA (Landfill): Becomes the legal responsibility of the regional/regency government.
  • Special Areas: For commercial, industrial, or residential complexes, the management of waste from the source to the TPS/TPA is the responsibility of the area manager.

All transportation must ensure that waste remains sorted by type, and the equipment used must meet safety, environmental health, and hygiene standards.

Village Regulatory Requirements

To implement this system, the Village Government must establish a legal framework through a Village Regulation (Perdes) on Waste Management. Since providing a TPS is a mandatory village obligation, the first step toward a clean and structured environment is planning the construction through technical designs and budget allocation in the APB Desa.

Budgeting and Technical Design

Construction planning involves two primary documents:

  1. RAB (Budget Plan): Detailing the costs of materials, labor, and logistics.
  2. Design Drawings: Technical blueprints (AutoCAD) ensuring the structure meets health and safety specifications for waste containment.
