These units are designed to support food security and economic equity. Given the vast geographical spread of these cooperatives, the Business Assistant acts as the strategic architect in the field, bridging the gap between local potential and institutional financing.

  • Managerial Capacity Building: Beyond planning, the BA works to strengthen the professional skills of the cooperative’s board, focusing on operational management and business ethics to ensure inclusive governance.
  • Financing Facilitation: The BA acts as a liaison, helping cooperatives navigate the complexities of financial administration. They ensure that all documentation—from NIB to financial statements—is complete and ready for bank appraisal.
  • Performance Monitoring: Constant oversight is a hallmark of this role. The BA must compile detailed monthly reports to track progress and identify potential bottlenecks before they impact the village administration or the community.

Selection, Appointment, and Integrity Standards

Becoming a Business Assistant requires a rigorous selection process to ensure that only highly competent individuals manage the residents’ economic assets. The process includes:

  1. Administrative Screening: Evaluating age, education, and prior entrepreneurial experience. Candidates must provide valid legal documents, including ID, Tax ID (NPWP), and academic certifications.
  2. Competency Assessment: This stage involves psychological testing, written exams on cooperative law, and the defense of a sample business proposal. These evaluations ensure that the BA possesses the mental and technical agility required for the field.
  3. Formal Appointment: Successful candidates are officially appointed by the Ministry’s Deputy. They are then assigned to specific work regions with a clear mandate to uphold the integrity of the program.

Guidelines also exist for the dismissal of an assistant should they fail to meet performance targets, violate ethical codes, or undergo permanent disability, ensuring that the cooperatives are always supported by active and ethical professionals.

  • Data Integrity: Ensuring all assisted cooperatives are registered and updated within the SIMKOPDES (Village Cooperative Information System).
  • Completed Business Plans: The availability of detailed and feasible business plans ready for investment.
  • Successful Financing: The BA’s ability to guide a cooperative through the successful disbursement of a bank loan.
  • Monthly Accountability: Submitting comprehensive reports to the District and Provincial Cooperative Offices via the digital platform to ensure real-time evaluation.
