General Guidelines for Smart Village Development

The establishment of the Ministry of Villages Decree Number 55 of 2024 concerning the General Guidelines for Smart Village Development aims to improve the welfare and quality of life of the community. This framework provides space for community participation and empowerment to realize independent, advanced, and prosperous villages through the utilization of technology in various aspects of development.

Background and Objectives

Villages have become a priority in national development. The 2020-2024 National Medium-Term Development Plan targets the reduction of disadvantaged villages and the increase of Independent Villages. To achieve these targets, the focus is placed on digital transformation and infrastructure networks, aiming for 95% connectivity coverage across all Indonesian villages.

According to Law Number 6 of 2014 concerning Villages, development must be participatory, positioning the community as the subject of development. Technology-based development via the Village Information System (SID) ensures that villages have access to information and resources managed through hardware, software, and human capital.

Definition of Smart Village

A Smart Village is a development planning concept that utilizes digital technology-based data for village management. It aims to improve basic government services, enhance human resources, and foster inclusive empowerment toward sustainable community independence.

The 6 Strategic Pillars of a Smart Village

The development approach consolidates village authority through six fundamental indicators:

  • Smart People: Investment in skills and basic knowledge to use the internet effectively to increase creativity and welfare.
  • Smart Economy: Using digital tools to open market access, information, production lines, and distribution channels.
  • Smart Governance: Digital support for effective basic services and public administration based on the principles of Good Governance.
  • Smart Environment: Utilizing technology for sustainable resource management and environmental conservation.
  • Smart Living: Focusing on investments in human resource development and socio-cultural sectors, including health and education.
  • Smart Mobility: Increasing connectivity between rural areas and other regions through digital infrastructure and networks.

Key Components for Implementation

1. Village Digital Community Space (RKDD)

A physical or virtual public space utilized by the village community to learn, discuss, and create innovative digital solutions.

2. Smart Village Cadres

Village residents appointed through a Village Assembly to manage the digital community space. They act as “Local Champions” or “Agents of Change” who mobilize and increase community capacity.

3. Digital Infrastructure and Literacy

The procurement of hardware and software to facilitate digital services. This is supported by digital literacy, which is the knowledge and skill to use digital media wisely, accurately, and legally.

Operational Principles

Smart Village development is based on the following principles:

  • Digital Transformation: Making changes based on integrated village data to provide better services and market access.
  • Inclusivity: Ensuring digital platforms are accessible to all layers of society regardless of their background.
  • Innovation and Creativity: Encouraging the birth of new ideas and products to develop village potential.
  • Collaboration: Building partnership networks to solve problems collectively through digital optimization.
  • Integration and Sustainability: Using integrated data as the basis for long-term development planning.

Conclusion

Decree No. 55 of 2024 serves as a roadmap for villages to navigate the digital era. By institutionalizing these guidelines, villages can accelerate the achievement of the Village SDGs. It ensures that rural development is not only about physical infrastructure but also about building a smart, digitally-literate society capable of managing their own welfare and future.
