Introduction to Technical Reporting Standards
In accordance with Permendagri Nomor 46 Tahun 2016 regarding Village Head Reports, specifically Article 8 paragraph (1), the LKPPD Report (Village Government Implementation Statement Report) must be submitted in writing by the Village Head to the Village Consultative Body (BPD). This submission is mandatory and must be completed no later than three months after the end of the fiscal year.
As the primary administrator of the village, the Village Head holds the duty, authority, and obligation to report the results of governance over the one-year budget cycle. The LKPPD Report systematically covers five essential administrative sectors:
- Village Governance Implementation: Managing bureaucracy and public services.
- Village Development Implementation: Physical infrastructure and public works progress.
- Community Development: Strengthening social, religious, and cultural ties.
- Community Empowerment: Improving skills and local economic capacity.
- Disaster Management and Emergencies: Handling urgent community needs and mitigating risks.
Objectives of the LKPPD Report
The LKPPD Report is anchored in Article 27 letter c of Law Number 6 of 2014. It serves as a formal accountability mechanism to ensure that the village administration aligns with the Village Mid-Term Development Plan (RPJM Desa), which encapsulates the Village Head’s vision and the community’s aspirations.
More specifically, the LKPPD Report provides a detailed narrative of the Village Government Work Plan (RKP Desa) execution. It highlights the policy steps taken to implement Village Regulations, particularly those concerning the management of the Village Revenue and Expenditure Budget (APB Desa).
Core Content of the Accountability Statement
To provide a comprehensive view of the year’s governance, the LKPPD Report must include a transparent explanation of the following macro-financial and policy elements:
- General Policy Direction: The overarching strategy guiding the village government’s decisions.
- Macro Financial Management: A high-level overview of revenue, expenditures, and financing.
- Sectoral Realization: Detailed reporting on governance, development, social coaching, community empowerment, and emergency response activities.
By documenting these steps, the Village Head ensures that the administration remains accountable to the residents through the BPD. This report is a vital document for evaluating the effectiveness of village policies and serves as a foundation for planning the upcoming fiscal year’s improvements.
Conclusion
The 2024 LKPPD Report is a cornerstone of village democracy and transparency. It is not merely a summary of expenses but a testament to the village government’s integrity in fulfilling its promises to the community. Through this formal written statement, the Village Head bridges the gap between administrative planning and real-world results, fostering trust and ensuring sustainable development for all residents.
