The Institutional Organization of Stunting Prevention Program at the village level is the primary foundation for the success of government efforts to reduce stunting rates. This material, prepared by the Directorate of Social Culture, Village Environment, and Rural Development under the Directorate General of Village and Rural Development, Ministry of Villages and Disadvantaged Regions Development, shows a serious commitment to realizing program convergence in 2025. Effective organization requires a clear division of roles, a synergistic working relationship pattern, and an integrated joint work plan among all relevant parties, both internal and external to the village. A strong institutional framework, primarily through the Village Stunting Reduction Acceleration Team (Tim Percepatan Penurunan Stunting/TPPS Desa), functions to coordinate all activities and actors related to stunting in the village, and can even optimize the role of the Village Health House (Rumah Desa Sehat/RDS) if already established.
Learning Objectives and Facilitation Stages for Stunting Reduction Convergence (P3S)
The learning objectives concerning this institutional organization are highly specific, designed to ensure every actor in the village understands their duties and workflow within the ecosystem of stunting reduction acceleration (P3S). Participants are expected to be able to identify the P3S actors in the village and their respective roles. This understanding includes not only identifying the actors but also clarifying the relationships between actors according to their roles, especially in the context of data collection and reporting, which covers the process of data collection, data consolidation, up to final reporting.
Operationally, stunting reduction acceleration in the village is carried out through a series of structured Convergence Facilitation/Assistance Stages, starting from initiation to integration into development planning.

The Family Assistance Team (TPK), consisting of the Village Midwife, PKK Team, and Family Planning Cadres, is responsible for providing assistance that includes counseling, referral service facilitation, and surveillance for Families at Risk of Stunting.
The Role of Target Families and Institutional Strengthening
Stunting prevention and reduction efforts must inherently involve and empower Target Families, making them the frontline actors in providing or facilitating services to stunting priority groups. Program success largely depends on the family’s ability to possess adequate knowledge and skills in stunting prevention.
Family responsibilities include:
- Providing healthy daily menus
- Maintaining clean and healthy living environments
- Ensuring access to standardized drinking water and sanitation facilities
- Ensuring mothers and children receive timely health services
- Providing appropriate caregiving to infants and toddlers
Institutional strengthening at the village level is based on the mandate of Presidential Regulation (Perpres) No. 72 of 2021 and the National Action Plan (RAN PASTI). The structure of the Village TPPS is led by a Steering Committee, coordinated by the Head of the PKK Team as the Chair, with the Village Head/Lurah as the Vice-Chair, and the PPKBD as the Secretary. The Field Sector, involving KPM and Posyandu Cadres, handles Extension Coordination and Data Management. This structured approach is essential for the effective Institutional Organization of Stunting Prevention Program.
Working Relationships and Data Consolidation Mechanism
Synergy among stakeholders is crucial in the stunting data collection and reporting process in the village. This working relationship ensures accurate target data and appropriate intervention follow-up for Families at Risk of Stunting. This is a core component of the Institutional Organization of Stunting Prevention Program.
Data providers for stunting targets, including the Village Government, Hamlet Chiefs, Posyandu Cadres, and Midwives, are responsible for inputting data and monitoring stunting targets. This data is then coordinated by the KPM and TPK before being submitted for Data Consolidation, which is performed by the TPPS Desa.
Data consolidation aims to standardize the number of target data and the coverage of services received by at-risk families, and can be carried out formally or informally.
After consolidation, the TPPS Desa reports the discussion results to the Village Stunting Deliberation, which generates proposals for the Village Development Plan (RKPDes). Meanwhile, Families at Risk of Stunting receive direct assistance from the TPK. The results are reported:
- TPK reports assistance results to the BPD and the Village Government.
- The Village Government reports the Village Scorecard (VSC) results to the BPD.
This mechanism ensures a vertical and horizontal flow of data, ensuring the sustainable integration of P3S programs into village planning.
