The establishment of Situbondo Regent Regulation (Perbup) Number 69 of 2023 is a strategic step to support the implementation of the Integrated Dynamic Archival Information System. This regulation aims to optimize the Electronic-Based Government System (SPBE) within the Situbondo Regency Government through the standardization and adjustment of regional codes.
This regulation serves as the local implementation of Ministry of Home Affairs Regulation (Permendagri) Number 83 of 2022, which provides the national framework for Archive Classification Codes within the Ministry of Home Affairs and Regional Governments.
Key Archival Definitions
To ensure administrative clarity, the regulation adheres to several fundamental definitions as outlined in the national standards:
- Archive: Recorded activities or events in various forms and media, created or received by state institutions, regional governments, and organizations in the course of national life.
- Archive Classification: A hierarchical arrangement pattern derived from an agency’s functions and duties, categorized into archival information units.
- Archive Classification Code: Symbols or identifiers representing functional structures used to organize the layout and identity of archives.
- Archive Creator: An entity with the authority and independence to manage dynamic archives as part of their duties and responsibilities.
- Dynamic Archive: Archives used directly in the creator’s activities and stored for a specific period.
Scope and Implementation
Promulgated on December 28, 2023, this Perbup is structurally concise with only three articles. However, its comprehensive Annex contains the vital data required for modern administration, including:
- Regional Codes for all administrative areas in Situbondo.
- Agency Component Codes for local government departments.
- Official Acronyms for the Situbondo Regency Government and Region-Owned Enterprises (BUMD).
Under Article 2, all previous provisions governing regional codes, agency components, and acronyms within Situbondo Regency are officially revoked and declared null and void. This ensures a “single version of truth” for all digital and physical filing systems.
Strategic Governance Impact
The adoption of standardized codes under Perbup 69/2023 is essential for Village SDG 16: Strong and Accountable Institutions. By synchronizing regional codes with the national SPBE framework, the Situbondo Government ensures that data exchange between villages, sub-districts, and the regency is seamless and legally valid. This digital transformation minimizes administrative errors, speeds up information retrieval, and strengthens the transparency of government documentation.
