As mandated by Article 13, Paragraph (3) of Government Regulation (PP) Number 11 of 2021 concerning Village-Owned Enterprises, the Bylaws (Anggaran Rumah Tangga – ART) of a BUM Desa must be formally established through a Village Head Regulation (Perkades).
This regulation serves as a technical elaboration of the Village Regulation on BUM Desa Establishment. It contains the specific rules and operational protocols used to govern the daily activities and internal management of the enterprise.

Human Resource Management Standards
A significant portion of the ART addresses labor relations within the BUM Desa. For instance, the regulation specifies that employees may be dismissed under the following conditions:
- Death of the employee.
- Completion of the designated service term.
- Dismissal by the BUM Desa Director based on performance or restructuring.
- Violation of the enterprise’s Articles of Association (AD) or Bylaws (ART).
Crucially, the regulation stipulates that dismissed employees are entitled to compensation in accordance with national labor laws, ensuring the village enterprise operates with professional legal standards.
Strategic Importance
The Perkades ART is the operational engine of the BUM Desa. Without it, the enterprise lacks clear rules for staffing, daily operations, and conflict resolution. By formalizing these bylaws, the Village Head provides the legal certainty required for the BUM Desa to achieve Village SDG 8: Decent Work and Economic Growth.
