Toddler Family Development (Bina Keluarga Balita – BKB) is a specialized village activity focused on monitoring and fostering child growth and development. This is achieved by providing correct parenting education to families based on age-specific groups, managed by trained village cadres.
The implementation of BKB aims to increase the knowledge, skills, and awareness of mothers and other family members. It emphasizes physical, motor, intellectual, social, emotional, and moral stimulation through active interaction between the caregiver and the toddler.
Core Characteristics of the BKB Program
The BKB program is structured around several key principles:
- Early Human Development: Focuses on the physical, mental, intellectual, social, and moral growth of children at an early age.
- Parental Focus: Unlike direct medical interventions for toddlers, BKB is primarily aimed at educating parents and family members on “how to nurture and educate.”
- Interactive Tools: Utilizes Educational Teaching Tools (APE) to facilitate learning and interaction.
- Gender Equality: Emphasizes equal treatment and parenting for both boys and girls.
- Integrated Service: Aligned with Holistic Integrative Early Childhood Education (PAUD HI), covering nutritional health, parenting, and protection.
Implementation and Monitoring
Parenting counseling sessions cover all age-specific materials and are typically completed over a one-year cycle (at least once a month). These sessions utilize interaction media and provide a referral system if a child is found to have growth or developmental disorders. Modern BKB services are now integrated with Posyandu and PAUD services for maximum impact.
Budget Plan (RAB) Components
An effective RAB for BKB usually includes the following expenditure categories:
- Honorariums: Incentives for village BKB cadres.
- Educational Tools: Procurement and maintenance of Educational Teaching Tools (APE).
- Counseling Materials: Printing of modules, growth monitoring cards (KKA), and counseling media.
- Operational Supplies: Stationery, refreshments for monthly meetings, and documentation.
- Capacity Building: Training or workshops for cadres to stay updated on holistic integrative parenting methods.
