In alignment with the restructuring of Village Community Institutions (LKD) as mandated by Situbondo Regent Regulation Number 48 of 2023, it is essential to update the Village Head Decree (SK) for Karang Taruna. This organization serves as a platform for the younger generation to develop their potential based on social awareness and responsibility.
According to Article 20 of Ministry of Social Affairs Regulation (Permensos) Number 25 of 2019, the management of Karang Taruna at the village level must be officially established and ratified through a Decree issued by the Village Head.
Primary Duties of Karang Taruna
The core mission of Karang Taruna is to develop the potential of the youth and the community while playing an active role in preventing and tackling social issues through social rehabilitation, social security, and national priority programs.
Key Functions within the Decree
The following functions are categorized and integrated into the official Karang Taruna Decree to ensure effective operation:
- Administrative & Managerial: Managing the internal organization and social welfare administration.
- Facilitation: Efforts to grow the organization, increase youth capacity, and provide assistance to the community.
- Mediation: Acting as an intermediary to resolve social conflicts within the community.
- Communication, Information, & Education (CIE): Disseminating government policies, programs, and partner activities.
- Technology Utilization: Optimizing organizational methods and work programs through modern technological developments.
- Social Advocacy: Protecting and defending the rights of the youth and community members.
- Motivation: Encouraging achievement and boosting the spirit of the younger generation.
- Mentoring: Building social relations with empowered groups to improve overall social welfare.
- Pioneering: Spearheading innovation and creativity in social welfare and youth development activities.
Strategic Governance Impact
By formalizing the SK Karang Taruna Desa, the Village Government creates a legal framework for youth to participate in Village SDG 10: Reduced Inequalities and SDG 17: Partnerships for the Goals. This decree ensures that youth activities are not only socially impactful but also administratively recognized, allowing them to collaborate effectively with village authorities and external partners.
