Following the enactment of Situbondo Regent Regulation Number 48 of 2023 regarding the Guidelines for Structuring Village Community Institutions (LKD) and Village Customary Institutions (LAD), it is necessary to update the Village Head Decree concerning the Village Community Empowerment Institution (LPMD). This update ensures that the legal considerations, duties, and functions of the LPMD align with current regional standards.
Definition
The Village Community Empowerment Institution (LPMD) is an organization formed at the community’s initiative to act as a partner to the Village Government. Its role is to absorb community aspirations regarding village development planning and to mobilize residents in executing development through self-help and mutual cooperation (Gotong Royong).
In accordance with Articles 52 and 58 Paragraph (4) of the aforementioned regulation, the LPMD management must be established as a strategic partner in the planning, implementation, and control phases of village development, formalized through a Village Head Decree.
Duties of the Village LPMD
The primary duties of the LPMD include:
- Formulating development plans using a participatory approach.
- Mobilizing community self-help and the spirit of mutual cooperation.
- Executing and monitoring the progress of village development projects.
Functions of the Village LPMD
The LPMD serves several critical functions within the village ecosystem:
- Aspiration Hub: Collecting and channeling community needs into the development process.
- Social Cohesion: Fostering unity and national integrity among residents.
- Service Optimization: Improving the quality and speed of government services to the community.
- Participatory Management: Planning, implementing, and preserving the outcomes of village development.
- Initiative Mobilization: Developing community-led initiatives and participation through mutual cooperation.
Organizational Structure
According to Article 55 of the Situbondo Regent Regulation, the structure of the LPMD must consist of:
- Chairperson: The primary leadership element.
- Vice Chairperson: Assisting the leadership in oversight.
- Secretary: Managing administrative affairs and documentation.
- Treasurer: Managing financial administration and budgeting.
- Sections (Executors): Specialized units including:
- Development Section
- Peace and Public Order Section
- Family Empowerment and Welfare Section
- Cleanliness and Environment Section
- Socio-Cultural and Youth Section
