Updated Village Decree: Family Welfare Empowerment Team

With the enactment of Situbondo Regent Regulation Number 48 of 2023 regarding the Guidelines for Structuring Village Community Institutions and Customary Institutions, it is mandatory to update the Village PKK Decree. This new regulation provides the specific technical framework for regional community institutional governance.

Under Chapter V of the regulation, the PKK is defined as a partner to the Village Government. Its function is to facilitate family welfare empowerment by acting as motivators, planners, executors, and supervisors of the PKK movement’s programs.

Organizational Structure

The updated TP-PKK management structure consists of the following positions:

• Chairperson: Held by the spouse of the Village Head.
• Vice Chairperson: Held by the spouse of the Village Secretary.
• Secretary: Managing administrative affairs.
• Treasurer: Managing financial documentation.
• Working Groups (Pokja): Consisting of a Head, Vice Head, Secretary, and Members.

The Four Strategic Working Groups (Pokja)

The specialized programs are managed by four distinct working groups:

1. Working Group I: Manages programs for the Internalization of Pancasila and Mutual Cooperation (Gotong Royong).
2. Working Group II: Manages Education, Skills, and the Development of Cooperative Life.
3. Working Group III: Manages Food, Clothing, Housing, and Household Management programs.
4. Working Group IV: Manages Health, Environmental Sustainability, and Healthy Planning programs.

Duties of the Village TP-PKK

The latest decree outlines several primary responsibilities for the team:

• Planning: Drafting the Village TP-PKK Work Plan aligned with the results of the Regency PKK Work Meeting.
• Integration: Ensuring the PKK Work Plan is integrated into the Regional Government’s Development Planning Documents through the Village Head.
• Mobilization: Conducting counseling and activating PKK groups at the Hamlet, RW, RT, and Dasawisma levels.
• Potential Development: Exploring and developing community potential, specifically families, to increase welfare.
• Counseling: Providing motivational guidance to families to achieve sustainable prosperity.
• Monitoring & Reporting: Conducting supervision of work programs and submitting activity reports to the Sub-District TP-PKK and Village Head.

Strategic Governance Impact

By formalizing the SK PKK Desa Terbaru, the Village Government strengthens its social safety net and community development efforts. This structure directly supports Village SDG 5: Gender Equality and SDG 3: Good Health and Well-being. A legally and technically sound PKK decree ensures that empowerment programs are transparently funded and effectively reaching every household in the village.
