As an implementation of Situbondo Regent Regulation No. 46 of 2022 concerning Village Authority in Integrated Stunting Prevention, the Stunting Reduction Acceleration Team (TPPS) is established to drive community participation and convergence at the grassroots level.
Primary Duties of the Village TPPS
The TPPS is responsible for coordinating, synergizing, and evaluating stunting reduction efforts through the following actions:
- Facilitating the execution of stunting reduction programs within the village.
- Supporting the Family Assistance Team (TPK) in providing services and referrals for high-risk families.
- Conducting periodic data collection, monitoring, and evaluation of target groups.
- Organizing the Village Stunting Forum (Rembuk Stunting) at least once a year.
- Providing performance reports directly to the Village Head.
Organizational Structure and Roles
1. The Steering Committee (Pengarah)
Typically led by the Village Head, this role provides strategic direction, formulates policies, and recommends solutions to operational obstacles. They are required to meet with the executive team quarterly and report to sub-district/district teams bi-annually.
2. The Executive Team (Pelaksana)
- Chairman: Coordinates all field activities, formulates work program strategies, and chairs the annual Rembuk Stunting.
- Vice Chairman: Assists the Chairman and assumes their duties in their absence.
- Secretary: Manages institutional administration, coordinates between sub-sectors, and compiles Periodic TPPS Activity Reports.
3. Support Component: Family Assistance Team (TPK)
The TPK is the operational heart of the strategy, consisting of Midwives, PKK Cadres, and Family Planning (KB) Cadres. They focus on direct intervention for four target groups: prospective brides (catin), pregnant women, breastfeeding mothers, and children aged 0-59 months.
| Target Group | Key Intervention / Task |
|---|---|
| Prospective Brides | Pre-marital screening 3 months before marriage to detect and mitigate risk factors. |
| Pregnant Women | Periodic pregnancy checks and education on post-partum family planning. |
| Post-partum Mothers | Ensuring use of long-term contraception (MKJP) and monitoring for complications. |
| Toddlers (Under 5) | Ensuring 6 months of exclusive breastfeeding, quality complementary foods, and complete immunizations. |
The Central Role of the Village Midwife
Midwives serve as the professional bridge between the state and the family. They provide technical health and nutrition counseling while overseeing environmental risk factors. In the absence of a midwife, the village may collaborate with neighboring villages or substitute with nurses or other qualified health professionals to maintain the TPK’s integrity.
Strategic Impact
The establishment of the SK TPPS Stunting Desa ensures that stunting prevention is not just a health issue but a comprehensive administrative priority. By formalizing these roles, the village effectively utilizes its 2025 budget to achieve Village SDG 3: Good Health and Well-being, creating a foundation for a superior future generation.
