Bylaws: Karang Taruna Youth Organization

The Bylaws (Anggaran Rumah Tangga – ART) of Karang Taruna serve as the operational translation of the Karang Taruna Statutes (AD). These rules are mandatory for the management team established under the Village Head Decree.

Karang Taruna is a non-partisan youth development organization founded on social responsibility. It operates from the village level up to the national level, primarily focusing on Social Welfare (Kessos). Its mission is to collaborate with the government to prevent social issues and develop the potential of the younger generation.

Scope of the Bylaws (ART)

The ART document provides a detailed framework covering:

• General Provisions
• Membership: Types, obligations, and rights of members.
• Organizational Structure: Deliberative Assemblies and Institutional Management.
• Formation and Replacement of the Board.
• Procedures for Amending the Bylaws.
• The Karang Taruna Symbol and Identity.

Deliberative Assemblies

The organization functions through a tiered assembly system to ensure transparency:

1. Grand Assembly (Majelis Akbar): The highest authority, attended by the Steering Committee, Board, and Members.
2. Quarterly Assembly (Majelis Triwulan): Held every three months to evaluate and coordinate overall activities.
3. Sectional Assembly (Majelis Bidang): Organized by specific departments to coordinate technical activities.

Roles and Responsibilities

1. Steering Committee (Dewan Pertimbangan Pengurus)

• Provide considerations regarding program implementation and activities.
• Accommodate aspirations from members and the community to the board.
• Perform Research and Development (R&D) and control functions.

2. Chairperson (Ketua)

• Lead the organization and execute managerial functions to achieve organizational goals.
• Maintain relationships with external parties and oversee board development.
• Submit accountability reports to the Grand Assembly at the end of the term.
• Exercise the right to take emergency policy actions in accordance with the Statutes.

3. Secretary (Sekretaris)

• Act as the information hub for all institutional activities and daily administration.
• Coordinate with Section Heads to ensure orderly administrative and communication systems.
• Manage, maintain, and document all organizational files and activity records.

4. Treasurer (Bendahara)

• Ensure financial order and transparency within the institution.
• Coordinate financial matters with all relevant components.
• Distribute funds optimally and proportionally to all operational units.
