Every stage of village boundary determination—from the collection and research of documents and the selection of base maps to the creation of boundary lines on a map—must be formalized in the Minutes of Agreement (Berita Acara Kesepakatan) between bordering villages. This document is signed by the respective Village Heads and witnessed by the Regency/City Village Boundary Determination and Affirmation (PPB Des) Team.

This agreement serves as the foundational legal document for the finalization of village boundaries as mandated by Permendagri Number 45 of 2016. The minutes include a comprehensive set of data, including the boundary determination map, the territorial scope of the village, descriptions of boundary segments, and a detailed list of cartometric coordinate points.

Administrative Significance

The Minutes of Agreement is the final safeguard against future inter-village disputes. By accurately documenting the UTM and Geographic coordinates, the village secures its administrative rights over its territory. This data is critical for Village Asset Census, the Siskeudes inventory, and long-term Village Spatial Planning (RTRW) for the 2026 fiscal cycle and beyond.

Instructional Guidelines for Completion

To ensure technical accuracy and administrative compliance, the following instructions should be followed when filling out the Berita Acara:

  • 1. Administrative Identity: Enter the Regency agenda number and the full identity of the village being mapped (Name, Sub-district, Regency, and Province).
  • 2. Bordering Villages: List all adjacent villages. If there are more than two, every single bordering entity must be mentioned by name.
  • 3. Mapping Data: Enter the official Title of the Village Boundary Determination Map and the list of territorial coverage (Hamlets/Dusun or Neighborhood Units/RW).
  • 4. Coordinate Specifications:
    • Cartometric Points: Use the naming format specified in Appendix 7 of the regulation.
    • Geographic Coordinates: Provide Longitude and Latitude in Degrees, Minutes, and Seconds (DMS). Seconds must include 2 decimal places.
    • UTM Coordinates: Provide X and Y axes in meters, including 2 decimal places.
  • 5. Authentication:
    • Signed by relevant village-level officials and community leaders from all involved villages.
    • Approved by the bordering Village Heads.
    • Verified by the Chairperson/Representative of the Regency/City PPB Des Team with a clear name and signature.
