Before commencing the technical drafting of the Village Work Plan (RKP Desa), the Village Government must initiate the process by forming a dedicated drafting team. This formation is formally documented in the Minutes of the Drafting Team Formation (Berita Acara Pembentukan Tim).
In accordance with Article 36 of Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020, the Village Head prepares the draft by establishing a team with an odd number of members. The team must consist of at least 7 (seven) people, with a mandatory 30% (thirty percent) minimum representation of women. The team is officially legalized through a Village Head Decree (SK Kepala Desa).

The composition of the RKP Desa Drafting Team is designed to be inclusive, ensuring that various segments of the community are represented:
- Advisor (Pembina): Ex-officio held by the Village Head.
- Chairperson (Ketua): Elected through consensus (musyawarah mufakat) based on leadership ability and technical expertise.
- Secretary (Sekretaris): Directly appointed by the Team Chairperson.
- Members: A multi-sectoral group comprising:
- Village Apparatus: Members of the village government staff.
- Empowerment Cadres: Village Community Empowerment Cadres (KPMD).
- Community Elements: Traditional and religious leaders, educators, and cultural figures.
- Economic & Social Groups: Farmer/fishermen groups, artisans, women’s organizations, and youth forums.
- Advocacy & Vulnerable Groups: Child protection observers, representatives of poor households, persons with disabilities (difabel), health cadres, and environmental activists.
The Legal Significance of the Minutes
The Minutes of the Drafting Team Formation serves as the first administrative “gate” in the annual planning cycle. It proves that the team was formed democratically and met the regulatory requirements for gender and sectoral representation. This document is essential for future audits, as it validates the legitimacy of all subsequent planning documents produced by the team.
