In the process of establishing village boundaries, after the initial collection and research of boundary documents, the next critical step is the selection of a Base Map. According to Permendagri Number 45 of 2016, this selection must be formally documented in the Minutes of Base Map Selection to maintain an official record of the determination process.

The selection typically utilizes the Indonesian Topographic Map (Peta Rupabumi Indonesia) and/or High-Resolution Orthorectified Imagery. The actual boundary drafting is performed through cartometric delineation, which follows these systematic stages:

  1. Preparation of the work map;
  2. Drawing the village boundary lines on the map;
  3. Determining the cartometric coordinate points; and
  4. Presentation of the final Village Boundary Determination Map.

The resulting map must be signed by each respective Village Head and witnessed by the Regency/City Village Boundary Determination and Affirmation (PPB Des) Team.

Selecting the correct base map is the foundation of spatial accuracy. Using High-Resolution Imagery ensures that the cartometric lines align with actual physical features such as rivers, ridges, or roads. This document acts as the primary evidence in the Siskeudes asset inventory and the Village Medium-Term Development Plan (RPJM Desa) for 2026, ensuring that all planned infrastructure remains within the village’s legal jurisdiction.

Technical Instructions for Completion

To ensure the validity of the Berita Acara, please follow these instructional guidelines:

  1. Document Identification: Enter the agenda number from the bordering village offices.
  2. Involved Parties: List the names of all bordering villages. If there are more than two, every village must be explicitly named. Also, include the name of the Sub-district (Kecamatan) overseeing these villages.
  3. Map Specifications: State the specific Type and Name of the agreed-upon Base Map (e.g., Peta RBI Scale 1:5,000 or specific Satellite Imagery).
  4. Authentication & Witnesses:
    • Signatures from village officials and community leaders from all involved villages.
    • Full names and signatures of the bordering Village Heads or Lurahs.
    • Full name and signature of the Representative from the Regency/City Village Boundary Determination and Affirmation Team.
