In accordance with Article 10 of Ministry of Home Affairs Regulation (Permendagri) Number 45 of 2016, the determination of village boundaries must undergo three critical stages: document collection and research, selection of a base map, and the drawing of boundary lines on the map. This process ensures that the administrative limits of a village are legally sound and historically accurate.

A Village Boundary is defined as the administrative limit between villages, consisting of a series of coordinate points on the earth’s surface. These can follow natural landmarks—such as mountain ridges (watersheds) or river medians—or man-made markers. These boundaries are formalized through cartometric methods on an agreed-upon base map.

Scope of Document Research (Article 11)

The collection and research of documents are intended to find the initial indication of boundary lines. The required documents include:

  • Juridical Documents: Legal records regarding the formation of the Village.
  • Historical Documents: Records detailing the traditional or ancestral limits of the village.
  • Other Related Documents: Any supporting maps or prior agreements.

Why This Document Matters

The collection and research stage is the foundation of the entire boundary determination process. By reconciling legal (Juridical) and Historical evidence, villages can avoid future social conflicts and ensure that Village Asset Management is accurately represented in the 2026 fiscal planning cycle. Proper documentation here is the first step toward achieving a Legal Entity status for the village territory.

Instructional Guidelines for Completion

To maintain administrative integrity, the Berita Acara (Minutes) must be filled out according to these technical steps:

  1. Administrative Header: Enter the agenda number of the bordering villages and the specific location (Village, Sub-district, Regency, and Province) where the research is conducted.
  2. Bordering Entities: List all villages that share a border. If there are more than two, every village must be explicitly mentioned.
  3. Document & Map Reference: State the specific name and type of boundary documents and the base map that all parties have agreed to use.
  4. Boundary Points: Enter the systematic identification numbers and names of the boundary points to be tracked. (Refer to the Pillar Numbering System in Appendix I).
  5. Archival Record: Reference the specific letter number of the document research results (e.g., No. ……………..) to ensure all data is traceable.
  6. Authentication:
    • Signatures from village officials and community leaders from both sides.
    • Official signature from the Regency/City Village Boundary Determination and Affirmation Team representative.
