The distribution of Village BLT (Bantuan Langsung Tunai Desa) is a critical initiative aimed at accelerating the eradication of extreme poverty at the grassroots level. This program is a direct mandate of Presidential Instruction Number 4 of 2022 concerning the Acceleration of Extreme Poverty Eradication.
As the distribution of cash assistance from the Village Fund is carried out in stages, it must strictly adhere to the fiscal regulations set forth in the Ministry of Finance Regulations (PMK). Consequently, the Minutes of Distribution (Berita Acara Penyaluran) serve as essential administrative proof for reporting and accountability purposes.
Beneficiary Prioritization and Criteria
BLT Desa consists of cash transfers to Beneficiary Families (KPM) sourced from the Village Fund. To ensure accuracy, the selection follows a specific priority hierarchy based on the Decile data for extreme poverty:
- Top Priority: Poor families residing in the village who are registered in Decile 1 of the extreme poverty targeting data.
- Secondary Priority: If Decile 1 data is unavailable, the village may select families from Deciles 2 through 4.
- Special Criteria: If Deciles 1–4 are unavailable, the village may designate KPM based on the following social indicators:
- Loss of primary livelihood.
- Families with members suffering from chronic or prolonged illnesses and/or disabilities.
- Families not currently receiving PKH (Family Hope Program) social assistance.
- Single-member households consisting of an elderly person.
Administrative Requirements for the Berita Acara
A valid Berita Acara Penyaluran BLT Desa must contain specific elements to meet audit standards:
- Distribution Details: The date, time, and location of the cash transfer.
- Fiscal Period: Clearly stating which month or stage (Tahap) the payment covers.
- Recipient List: An attached list of names, NIK (National ID numbers), and signatures of the beneficiaries receiving the funds.
- Total Amount: The total sum of money disbursed during the session.
- Signatories: Must be signed by the Village Head, the Village Treasurer, and witnessed by representatives of the BPD (Village Consultative Body) or local community leaders.
