The Village Public Information List (Daftar Informasi Publik Desa) is a systematic record providing details of all public information held by the Village Public Body, excluding information specifically categorized as exempted. This mandate is established under the general provisions of Information Commission Regulation (Perki) Number 1 of 2018 regarding Village Public Information Service Standards.
Information Mandatory Available at All Times
Under Article 4, every Village Government is obligated to provide Public Information Available at All Times. At a minimum, this list must include:
- Inventory of Public Information: Summaries of content, the officer/unit in charge, the person responsible for issuance, time and place of creation, available formats, and archive retention periods.
- Legislative & Regulatory Records: Documents concerning Village Regulations (Perdes), Joint Regulations, and BPD Decisions, including:
- Supporting research or considerations.
- Minutes of meetings during the drafting process.
- Drafts and stages of formulation.
- Final published regulations.
- Periodic Information: All documents categorized as Village Periodic Public Information.
- Profiles: Complete profiles of the Village Head, Village Officials, and the general Village Profile.
- Agreements: Contracts and agreements with third parties, including all supporting documentation.
- Official Correspondence: Mail logs of leadership or officials related to their core duties and functions.
- Assets & Finance: Treasury data and inventory records.
- Elections: Information regarding the process and determination of Village Head Elections.
- Minutes of Assemblies: Official records from BPD meetings, Village Assemblies (Musdes), and Development Planning Deliberations (Musrenbangdes).
- Service Capacity: Details on public information service infrastructure, human resources/qualifications, and service budgets.
- BUM Desa Documentation: Minutes of formation or dissolution, Articles of Association (AD/ART), and Standard Operating Procedures (SOP) for BUM Desa management.
The Principle of Maximum Disclosure
The Village Government must provide access to every applicant except for Exempted Information as regulated in Article 17 of Law Number 14 of 2008. Rejection is only valid if a consequence test—deliberated in a Village Assembly—proves that withholding the information protects a greater public interest than disclosing it.
