Developing the Priority List for Village Development Proposals is a strategic step in the RKP Desa drafting process. This stage focuses on identifying and ranking programs and activities for the upcoming planning year to ensure that limited resources are allocated effectively.
Following the formation of the RKPDes Drafting Team, the next mandatory step is the re-examination or review of the RPJM Desa (Medium-Term Development Plan). This review serves as the absolute reference for ensuring that annual plans remain consistent with the village’s long-term 6-year vision.
The Purpose of the RPJM Desa Review
The review process involves analyzing the RPJM Desa documents for the relevant planning year to check their alignment with current factual conditions and the latest regulatory contexts. These findings are then integrated into the standardized review format within the Village Information System (SID). The goal is to ensure that the priorities set years ago are still relevant to the community’s current needs.
Procedures for Re-examining the RPJM Desa
In accordance with Article 41 of Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020, the Drafting Team must perform the review through the following five actions:
- Policy Alignment: Examining the strategic direction of current Village Development Planning policies at the regional and national levels.
- Scale of Priority: Scrutinizing the priority scale of development activities specifically listed for the upcoming budget year within the RPJM Desa.
- SDGs Evaluation: Analyzing the evaluation results of the Village SDGs achievement rates to identify gaps in development.
- Community Aspirations: Reviewing the list of community proposals regarding programs and activities specifically designed to accelerate the achievement of Village SDGs.
- Strategic Partnerships: Examining existing or planned cooperation between villages or with third parties, focused primarily on achieving sustainable development goals.
Technical Implementation
By conducting this review, the team filters the “wish list” of the RPJM Desa into a “feasible list” for the RKP Desa. Activities that are no longer urgent or viable due to environmental or social changes may be postponed, while more pressing needs identified through current SDGs data are moved to the forefront of the budget proposal.
