Procurement Planning for Goods and Services (PBJ) in the Village via Self-Management is a crucial stage to ensure that the use of the Village Budget (APB Desa) is carried out effectively and accountably. This stage refers to the local regent/mayor regulations as well as prevailing national standards.

This document is prepared as a follow-up to LKPP Decision Number 2 of 2024 regarding the Model for Village Self-Management Procurement Documents and is guided by Situbondo Regent Regulation Number 25 of 2020 concerning Procedures for Procurement in the Village.

Core Components of the Planning Document

The following are the instructions and contents within the procurement planning document:

Part 1: Needs Identification

Contains a list of goods/services needs based on the Village Government Work Plan (RKP Desa). The Section Head (Kasi) or Affairs Head (Kaur) as the Budget Execution Officer (PKA) determines the priority scale of needs to support the achievement of village development targets.

Part 2: Determination of Goods/Services

Includes details on the types of goods or services to be procured. In this section, it is decided whether the work can be fully carried out through self-management by the community or requires external involvement for the supply of specific materials.

Part 3: Procurement Method

Explains the chosen self-management method. The main focus is community empowerment by involving local labor and utilizing resources available within the local village territory.

Part 4: Procurement Schedule

Contains the timeline for activity implementation. This schedule is synchronized with the budget absorption schedule in the APB Desa to avoid delays in physical implementation in the field.

Part 5: Procurement Budget

Includes the total estimated cost required. This value serves as the basic reference for drafting the technical Budget Plan (RAB) during the upcoming preparation stage.

Strategic Urgency for 2025

Entering the 2025 fiscal year, orderliness in procurement planning documents is key to achieving Village SDG 16: Dynamic Village Institutions and Adaptive Village Culture. Proper planning prevents administrative findings and ensures that village development is on target, on benefit, and in compliance with regulations.
