As stipulated in Article 13 of Information Commission Regulation (Perki) Number 1 of 2018 concerning Village Public Information Service Standards, every applicant is entitled to request Public Information from the Village Information and Documentation Management Officer (PPID). Requests can be submitted either in writing or orally.
To maintain professional administrative records, the PPID is obligated to document the applicant’s details, the subject of the request, and the desired delivery method. This data is formally recorded in the Village Public Information Request Format, which serves as an official annex to the national service standards.
Mandatory Data in the Request Format
The standard format ensures that the PPID has all the necessary information to process the request accurately. Key fields typically include:
- Applicant Identity: Full name, address, and contact details (ID card/NIK is usually required).
- Information Subject: A clear description of the specific data or document being requested.
- Purpose: The reason for the request (to ensure it aligns with public interest).
- Desired Format: Hardcopy (print) or softcopy (digital files like PDF/Excel).
- Delivery Method: Direct pickup, email, or postal service.
Post-Submission: The 10-Day Response Mandate
Once the request is formalized, the PPID must deliver a Written Notification within 10 (ten) working days. This notification must clarify the following points:
- Possession: Confirmation if the requested information is currently under the village government’s control.
- Referral: If the data is held by another public body, the PPID must direct the applicant to the relevant institution.
- Approval/Refusal: A definitive decision. Refusals must be based on a consequence test discussed in a Village Assembly, proving that disclosure would cause more harm than protection.
- Content Scope: Specification of whether the request is granted in full or in part.
- Redaction Details: If a document contains exempted material, those specific parts may be redacted (blacked out) with a legal explanation provided for the exclusion.
- Technical Format: The specific medium and format through which the information will be shared.
- Associated Costs: Transparent breakdown of reproduction or delivery fees and the accepted payment methods.
The Importance of Using the Standard Format
Utilizing the Village Public Information Request Format protects both the applicant and the PPID. For the applicant, it provides a legal paper trail to track their request. For the PPID, it ensures that all responses are documented, reducing the risk of administrative disputes or “Information Conflicts” that could reach the Information Commission level.
