The material regarding the Implications of Village Law Number 3 of 2024 was presented by Armin Salassa, founder of the Salassae Rural Self-Help Community (KSPS). It highlights the transformative points of Village Law Number 3 of 2024 and its role in reshaping rural governance.
The primary objectives of this legislative change are to enhance governance effectiveness, community welfare, transparency, and accountability. This is achieved through conservation and rehabilitation funds, diversified revenue sources, and strengthened community empowerment.
Village SDGs: Multi-Level Data and Development
A significant implication of the law is the refinement of Sustainable Development Goals (SDGs) data across five distinct levels, each requiring specific capacity building:
1. Individual Level
- Apparatus Competency: The quality and skill sets of village officials are paramount. Continuous education and technical training are mandatory to ensure professional administrative performance.
- Community Capability: Residents must be empowered to participate actively. This involves developing skills in coordination, communication, and adaptation to socio-economic changes.
2. Group Level
Organizational Synergy: Community groups must develop the capacity to collaborate effectively. Strong organizational skills are required to manage local resources and information flow efficiently.
3. Institutional Level (Government)
Administrative Capacity: The village government must possess the institutional strength to manage partnership networks, draft long-term strategic plans, and conduct rigorous periodic evaluations. This ensures effective financial management that directly benefits the public.
4. Community Institutional Level
Empowerment Capacity: Village community institutions (LKD) are tasked with driving local development. Their ability to foster participation ensures that the development process remains inclusive and community-led.
5. Business Institutional Level
BUM Desa Management Capacity: Village-Owned Enterprises (BUMDes) must be managed professionally to serve as a cornerstone of the village economy. Strengthening the institutional oversight of BUMDes is critical for increasing village original income (PADes) and community welfare.
Summary of Implications
The implementation of Law No. 3 of 2024 shifts the village from being a mere administrative unit to a self-governing entity with professional management standards. Key implications include:
- Diversified Income: New legal avenues for managing conservation areas and natural resources for economic gain.
- Performance-Based Governance: A stronger emphasis on measuring results and evaluating the impact of village programs.
- Professionalism: The requirement for systematic capacity building for both officials and the community.
