To establish more effective and efficient governance for the certification of Professional Village Assistants (Tenaga Pendamping Profesional – TPP) and to accelerate the certification process nationwide, a new comprehensive guide has been formulated.
Reflecting the evolving needs of the community, Ministerial Decree (Kepmendesa PDTT) Number 197 of 2024 has been enacted. this decree officially supersedes and revokes the previous Ministerial Decree Number 114 of 2022 regarding Professional Village Assistant Certification.
Scope of the Guidelines
The new framework in Decree No. 197/2024 provides standardized protocols for:
- Certification Bodies: Entities authorized to conduct the certification process.
- Requirements and Implementation: Criteria for applicants and technical execution of the assessment.
- Maintenance and Renewal: Procedures for keeping certifications active and the extension process.
- Monitoring, Evaluation, and Reporting: Oversight mechanisms for quality assurance.
- Certification Funding: Financial structures supporting the certification activities.
Alignment with National Standards (SKKNI)
These guidelines were developed to serve as a master reference for all stakeholders, strictly adhering to the Indonesian National Work Competency Standards (SKKNI). Specifically, they align with Ministry of Manpower Decree Number 201 of 2021, which defines professional standards for:
- Professional, Scientific, and Technical Service Activities.
- Other Professional Activity Categories specifically designated for the Professional Village Assistant position.
Conclusion
The 2024 Certification Guidelines ensure that every village assistant in Indonesia is verified against national professional benchmarks. This standardization is critical for improving the quality of village facilitation, ensuring that regional development is managed by certified experts who can effectively drive community independence and sustainable growth.
