The implementation of SID utilizes hardware, software, network infrastructure, and human resources (HR). Its purpose is two-fold: to provide useful information for enhancing the effectiveness and efficiency of public services, and to serve as the basis for formulating strategic policies regarding Village development and community empowerment . The ultimate goals of this Pedoman SID are broad, including :

• Providing a Village Development and Village Community Empowerment system that is based on Village Data and Information, Village Territory Maps, and Village Geospatial Data .
• Ensuring the availability of Village Data and Information through the Platform SID.
• Enhancing the performance and increasing community participation in Village Development through the utilization of the Platform SID .
• Managing the synchronization and consolidation of sectoral development programs entering the Village.

This regulation lays the groundwork for the integration of Village Data and Information with local government information systems, Village websites, and other Electronic-Based Government System (SPBE) applications through a mechanism known as Data Interoperability . This ensures consistency and seamless data exchange across different levels of government.

Core Principles and Governance of the SID Platform

The management of the SID Platform, branded as Satu iDesa, is governed by several core principles encompassing the following aspects :

• Quality of data and information.
• Integration and digital system structure.
• Digital Data governance and security.
• Centralized information and distributed processing within one platform.
• Data Interoperability according to SPBE and One Data Indonesia standards .
• Transparency of Digital Data transactions.
• Personal Data Protection.

The principle of Data and Information Quality notably requires data to be factual , objective , complete , valid , up-to-date , and confidential.

Governance of the SID Platform includes several key activities :

1. System Performance Monitoring: Performed routinely on every working day to ensure the system runs optimally and securely.
2. System Performance Evaluation: Conducted periodically, at least once every six months , focusing on effectiveness, efficiency, technological adaptation, and measuring the system’s impact .
3. System Risk Management: Implemented to prevent and handle disruptions affecting the security, reliability, and performance of the platform. This covers risks related to:
   • Application issues (e.g., data leaks, cyber incidents).
   • Data governance (e.g., inaccurate, outdated data).
   • Infrastructure (e.g., server capacity, internet access).
   • Human resources (e.g., lack of competence or training).
4. System Update: Aimed at improving application performance through system fixes and/or the addition of new digital technology features.

These governance mechanisms ensure the Platform SID remains relevant, secure, and highly effective as the primary tool for planning, implementation, and supervision of Village Development and Community Empowerment activities.

Geospatial Integration: The Role of the Village Geographic Information System (SIG Desa)

The integrated Platform SID incorporates the Village Geographic Information System, or SIG Desa . This component is vital for collecting, storing, analyzing, and presenting geospatial and attribute data about the Village. The SIG Desa content is comprehensive, covering :

• Village Territory Maps.
• Village spatial planning (tata ruang Desa).
• Geospatial Data on human resources.
• Geospatial Data on natural resources and the environment.
• Geospatial Data on socio-cultural, economic and financial resources.
• Geospatial Data on infrastructure.

The process of managing SIG Desa involves systematic stages :

1. Data Collection: Gathering Geospatial Data (using GPS, satellite imagery, drones, accessing geoportal data) and Village Attribute Data (through surveys, statistics, and interviews) .
2. Data Processing and Analysis: Involves data preparation, inputting data into the SIG software, conducting georeferencing and digitizing maps, and performing spatial analysis using processes like data overlay and buffering .
3. Data Visualization: Creating thematic maps (e.g., land potential or accessibility) and designing an informative map layout .
4. Collaboration and Utilization: Ensuring accurate data through multi-stakeholder collaboration and leveraging the data for spatial planning and development decision-making.

The use of SIG Desa is specifically mandated for decision-making purposes in Village Development, such as :

• Identifying needs and development priorities based on Geospatial Data and socio-economic conditions .
• Planning optimal Village spatial arrangement, considering land use and environmental sustainability .
• Planning infrastructure development (roads, health facilities, education facilities) based on geospatial analysis .
• Monitoring and supervising the implementation of physical and non-physical development through progress maps .

Data Collection and Management: The Foundation of SID

Village Data Collection (Pendataan Desa) is mandatory under this regulation . It is a systematic process encompassing the collection, recording, classification, verification, validation, storage, and protection/security of Village Data and Information. This process yields the following outputs :

• Village Data (Data Desa).
• Village Development Data (Data Pembangunan Desa).
• Other information related to Village Development.

The data collected serves as the base for formulating digital recommendations regarding priority targets and activities in Village Development Planning. The Village Government has the authority over this data management.

Data collection occurs in two main phases :

1. Initial Village Data Collection (Tahap Awal): This yields baseline data (data dasar) for Village Development and Community Empowerment. It must be participatory and inclusive, involving the entire community .
2. Village Data Update Phase (Tahap Pemutakhiran): This involves updating the baseline data every 6 (six) months.

The process ensures data reliability through successive steps, including:

• Data Analog Collection: Gathering raw data about the village’s socio-economic, spatial, and administrative conditions .
• Data Analog Verification: Ensuring the data’s authenticity, accuracy, and recency, which must be completed within 30 days of collection.
• Digital Data Recording and Classification: Inputting verified data into the SID application and systematically classifying it (Data Desa, Data Pembangunan Desa, etc.) .
• Digital Data Validation: A technical step to verify the data format, completeness, consistency, relational links, legality, and field accuracy .

The validated data results are then discussed and decided in a Village Deliberation (Musyawarah Desa). The official results of the Village Deliberation are formalized in a news report (berita acara) which becomes the guidance for enacting a Village Regulation concerning the Village Development Baseline Data.

Aligning Development: SDGs and Digital Recommendations

The framework for Village Development is anchored in the Village SDGs (SDGs Desa), which consist of 17 goals grouped into four pillars : Social, Environment, Economy, and Law & Governance.

The achievement of these 17 goals is measured by the attainment of Village Development targets (sasaran Pembangunan Desa). This measurement is done digitally through the SID application , generating recommendations for the Village Government to use in preparing their Village Development Planning documents.

A key feature of the SID platform is the ability to generate Digital Recommendations for priority SDGs targets and priority programs/activities. This digital analysis is based on established criteria , such as:

• The relevance of the target to the Village Development goals with low achievement levels.
• Being a determining factor needed to improve performance .
• Having a high level of importance (bobot tingkat kepentingan) for achieving the goal .
• Being supported by valid, complete, and up-to-date data.

This technological leverage ensures that development decisions are data-driven, effective, and prioritize areas with the greatest need for accelerating the achievement of the Village SDGs , aligned with the Village’s authority based on original rights and local-scale authority.

Furthermore, the regulation mandates the formulation of a Medium-Term Village SDGs Plan (Rencana Jangka Menengah SDGs Desa). This plan is incorporated into the Village Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Desa/RPJM Desa) and serves as the foundation for the annual Village Government Work Plan (Rencana Kerja Pemerintah Desa/RKP Desa). This rigorous planning process ensures that annual activities are always focused on achieving the long-term sustainable development goals of the Village.
