Description: The Final Planning Document
The RKP Desa (Village Government Work Plan) is the definitive annual planning document that must be drafted by the Village Government between July and September of the current year. This mandate is established under Article 22, Paragraph (4) of Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020 regarding General Guidelines for Village Development and Community Empowerment.
As the primary implementation of the 6-year strategic plan (RPJM Desa), the RKP Desa serves as the absolute reference for village budgeting. The Village Budget (APBDes) cannot fund any program or activity that is not explicitly listed in the RKP Desa. It is, in essence, the “guiding manual” for all annual development expenditures.
The 5 Core Development Sectors
All programs and activities listed in the RKP Desa must be categorized into these five mandatory sectors:
- Village Government Administration: Salaries, operations, and governance.
- Village Development: Infrastructure and physical facilities.
- Community Guidance: Social and cultural development.
- Community Empowerment: Economic and skill-building initiatives.
- Disaster Management & Emergencies: Response to natural disasters and urgent community needs.
