The Ministry of Home Affairs and BPKP have officially released the latest update for the village financial application system. Siskeudes 2.0.8 for the 2026 Fiscal Year introduces stricter control and reporting features aimed at achieving more accountable and transparent village financial management.

This update focuses on integrating the national taxation system and enhancing the supervisory functions for Regency/City administrators. Below are the critical highlights of this new version.

New Features and Key Updates

Version 2.0.8 includes 28 significant changes across the File, Parameter, Planning, and Administration menus.

1. Enhanced Authorization and User Management

Regency administrators now have the authority to hide or disable authorization buttons (Add, Edit, Delete) for specific village users. Additionally, the “Create All User” feature allows for the mass creation of village user accounts using a uniform coding format.

2. Taxation Integration: Coretax XML

A crucial update is the ability to generate XML Tax Withholding files for the national Coretax system (Unified PPh). Village operators can now export XML data directly from Siskeudes and upload it to the national tax portal.

3. Automated SILPA Account Details

Inputting source funds for SILPA (Budget Surplus) is now automated. When adding a SILPA account to the financing ledger (6.1.1.01), all relevant budget sources will appear automatically, requiring the operator to only fill in the nominal amounts.

Administration and Cash Control Transformations

Version 2.0.8 emphasizes cash control to ensure disciplined financial management.

• Cash Budget Control (RAK): A new “Cash Budget Realization Lock” prevents the submission of payment requests (SPP) if they fall outside the pre-determined monthly disbursement schedule.
• Monthly Cash Closing: Villages are now required to close their cash books every month. Once a month is locked, no further transactions can be added or modified for that period.
• Nominative Lists for Salaries (Siltap): The creation of payment requests for salaries, allowances (Head of Village, BPD), and local incentives is simplified using nominative lists pulled directly from pre-inputted village apparatus parameters.

Improved Reporting Quality

The reporting format in Siskeudes 2.0.8 has been updated to be more informative and valid:

• “DRAFT” Watermark: Automatically appears on reports (SPP2, SPTB, Journals) that have not yet been posted.
• Detailed Recipient Info: Receipt registers now display the recipient’s name, Tax ID (NPWP), and bank account number in detail.
• Sub-district Identification: Sub-district names are now included in all accountability reports for better regional identification.

Quick Start Guide for Operators

1. Update Database: Perform the update via Tools -> Update Database following the official BPKP release.
2. Complete Parameters: Fill in all village apparatus data in the Parameters menu to enable Nominative List features.
3. Input Planning Data: Ensure capital participation or reserve funds are correctly entered in the RPJMDes and RKPDes.
4. Post APBDes: Use the Budgeting menu to post your initial and revised budget data.
