eHDW v.2.0: Advancing Digital Health Monitoring & Data Synchronization in Villages

The eHDW (Electronic Human Development Worker) application is a flagship tool developed by the Ministry of Villages, PDTT with the support of the World Bank. Its primary purpose is to facilitate the planning, implementation, and oversight of stunting convergence programs at the village level. As stunting remains a national priority in the 2020-2024 National Medium-Term Development Plan (RPJMN)—with a target to reduce prevalence to 14% by 2024—the role of Digital Health Monitoring has become more critical than ever.

With the enactment of Presidential Regulation 72 of 2021, the application has evolved into version 2.0. This upgrade ensures that Data Synchronization remains seamless across all administrative levels, from the smallest hamlet to the central government. Version 2.0 is specifically designed to address previous technical hurdles, such as signal instability and database lag, providing a robust platform for real-time reporting.

New Features and Target Group Reclassification

The transition to eHDW 2.0 introduces several essential updates to improve Digital Health Monitoring accuracy. The application now includes expanded target groups and refined service scopes, including:

  • Adolescent Girls (Rematri): Tracking nutritional status and anemia prevention.
  • Prospective Brides & Couples: Pre-marital health screenings and counseling data.
  • Unified Child Monitoring: Reclassifying the previous 0-23 and 24-59 month groups into a single 0-59 month group for more consistent Data Synchronization.
  • Improved Offline Capabilities: Allowing Human Development Workers (KPM) to input data even in areas with poor cellular reception, with automatic synchronization once a signal is restored.

Platform Architecture: Mobile vs. Website

To optimize performance, eHDW 2.0 operates on a dual-platform system, each serving a specific role in the Digital Health Monitoring ecosystem:

  1. Android Mobile Platform: Used primarily by KPMs in the field for real-time data collection at the household level. It simplifies the tracking of the 1,000 Days of Life (HPK) package and manages the village service scorecards.
  2. Web-Based Platform: Designed for stakeholders at the village, regional, and central levels. This platform facilitates Data Synchronization for high-level monitoring, evaluation, and evidence-based policy formulation.

The Strategic Role of KPM in Data Advocacy

Beyond data entry, eHDW 2.0 empowers KPMs to become powerful advocates for health convergence. By providing real-time data on stunting bottlenecks, the application helps village governments identify specific problems and allocate their budget toward effective prevention programs. For central and regional authorities, the application provides a “real-data” dashboard that eliminates guesswork in formulating integrated and sustainable health policies.

Standardized monthly reports generated by eHDW 2.0 serve as the official record of a village’s progress. This transparency ensures that Digital Health Monitoring leads to actual changes in service delivery, ensuring that every child in the village has the opportunity to grow healthy and strong.
