Village Program Prioritization: Scoring Methods for the RKP Desa

During the Village Development Planning Forum (Musrenbang Desa), the agenda for drafting program priorities utilizes a structured assessment method, commonly known as Program Scoring. This can be conducted through open or closed assessment techniques. The goal is to objectively determine which programs best meet the community’s needs, as the scoring is performed by community delegates representing various village elements.

The preparation of Musrenbang materials is essential to ensure that technical, substantive, and administrative requirements are met. The Village Government holds full responsibility for organizing these preparations to facilitate a professional and transparent deliberation process.

Key Guidelines for Priority Selection

To streamline the prioritization of activities across the four developmental sectors, several technical constraints must be observed:

• Non-Negotiable Items: Activities under the Village Government Administration Sub-Sector (such as Fixed Income/Siltap, Allowances, and Government Operational Costs) are mandatory administrative requirements and do not need to be discussed or scored in the public forum.
• Village Fund (DD) Compliance: Projects specifically funded by the Dana Desa must strictly adhere to the current Ministry of Villages (Permendesa PDTT) regulations regarding the Priority Use of Village Funds.

Objectives of the Prioritization Process

The ultimate goal of scoring and prioritizing within the Musrenbang Desa is to establish a definitive list of village needs to be funded by:

1. Village Budget (APBDes): Primary funding sourced from village original income and transfers.
2. Community Self-Help (Swadaya): Contributions in the form of labor, materials, or funds from the residents.
3. Regional Budget (APBD): Funding support from the Regency/City or Provincial levels for larger-scale infrastructure or social programs.

Prioritization Scoring Criteria

When delegates perform the scoring, they typically evaluate proposals based on four professional indicators:

• Urgency: How quickly the community needs the project (e.g., repairing a broken bridge vs. building a new park).
• Beneficiaries: The number of residents, especially vulnerable groups, who will benefit from the activity.
• Sustainability: The ability of the village to maintain the project after completion.
• SDGs Alignment: How well the project contributes to the specific Village SDGs targets identified in the village data.
