To align with national standards, the local government issued Situbondo Regent Regulation (Perbup) Number 41 of 2019. This regulation serves as an amendment to Regent Regulation Number 63 of 2018, specifically regarding the Fixed Income (Penghasilan Tetap/Siltap) for Village Heads and Apparatus. This change was mandatory to implement the provisions of Government Regulation (PP) Number 11 of 2019, which updated the execution guidelines for the Village Law.

Strategic Salary Standards for Village Leadership

This regulation establishes a clear fiscal framework for the compensation of village leaders and staff. By setting a “floor and ceiling” for salaries, the regulation ensures that every village apparatus member receives a fair and dignified income based on the national civil servant (PNS) salary benchmarks. This inclusive financial policy aims to attract high-quality human resources to serve the entire village community.

Breakdown of Fixed Income (Siltap) Levels

According to Article 5 of the regulation, the monthly fixed income for village officials in Situbondo is determined as follows:

  1. Village Head (Kepala Desa): The maximum fixed income is Rp5,000,000, with a minimum of Rp2,426,640. This minimum is equivalent to 120% of the basic salary of a Grade II/a Civil Servant.
  2. Village Secretary (Sekretaris Desa): The maximum fixed income is Rp3,500,000, with a minimum of Rp2,224,420. This minimum is equivalent to 110% of the basic salary of a Grade II/a Civil Servant.
  3. Other Village Apparatus: For other staff members, the maximum income is Rp2,500,000, with a minimum of Rp2,022,200. This minimum is equivalent to 100% of the basic salary of a Grade II/a Civil Servant.

Financial Flexibility and Budgeting

The regulation also provides a solution for villages with limited Village Fund Allocations (ADD). If the ADD is insufficient to cover the minimum fixed income requirements, the village government is authorized to fulfill these payments using other sources within the Village Budget (APB Desa), excluding the primary Village Fund (Dana Desa). This ensures that the administrative stability of the village is never compromised by fiscal fluctuations.
