The Village Government facilitates the Village Planning Deliberation (Musdes) by preparing essential discussion materials and a structured budget, known as the RAB Musdes Perencanaan RKP Desa. This ensures that the meeting is technically, substantively, and administratively sound.
According to Permendesa PDTT Number 21 of 2020, as amended by Permendesa Number 6 of 2023, the Village Head is responsible for facilitating this process. Once the draft RKP Desa is approved by the drafting team and recorded in an official report (Berita Acara), the Village Head requests the Village Consultative Body (BPD) to organize the Musdes.
Objectives of the Planning Deliberation
The primary purpose of the Musdes regarding village planning is to gather data, information, and community aspirations to refine the Draft Village Government Work Plan (RKP Desa). This ensures that the proposed projects for the following year truly reflect the needs of the residents.
Key Budgetary Components:
- Logistics & Consumption: Meals and refreshments for the BPD members, community leaders, and participants.
- Administrative Materials: Printing of draft documents, stationery, banners, and attendance records.
- Venue Preparation: Costs associated with setting up the meeting hall or virtual meeting facilities.
- Socialization: Funds to inform the community about the deliberation to ensure maximum participation.

In village financial management, this budget is typically allocated within the Village Government Implementation sector. The planning must be transparent and integrated into the annual APB Desa to maintain accountability.
