In accordance with Permendagri Number 110 of 2016, members of the Village Consultative Body (BPD) are representatives of the village residents. They are selected based on regional representation and women’s representation. The filling of these positions must be conducted democratically through either direct elections or representative deliberations.
The number of BPD members is always an odd number, ranging from a minimum of 5 to a maximum of 9 people. This total is determined by considering the village population size and the village’s financial capacity across hamlets (Dusun), RW, or RT levels.
Committee Structure and Regulations
As detailed in specific regional regulations, such as Regency Regulation (Perda) Situbondo Number 8 of 2021, the recruitment process is managed by a committee appointed through a Village Head Decree. The committee typically consists of:
- Maximum 11 members in total.
- Village Apparatus: Up to 3 members.
- Community Members: Up to 8 members, representing their respective electoral districts.
Budgetary Planning (RAB) Components
The RAB Penjaringan BPD (Recruitment Budget Plan) must be prepared as the current BPD term nears its end. The budget is heavily influenced by the number of hamlets and the total number of seats to be filled. Essential budgetary items in the MS Office Excel template usually include:
