In accordance with the Annex of Situbondo Regent Regulation (Perbup) Number 60 of 2023 concerning the 2024 Village Budget (APB Desa) preparation, it is mandatory to establish the Human Development Cadre (KPM). This team is formalized via a Village Head Decree, providing the legal basis for operational funding and honorarium payments.
The KPM consists of community members recruited to monitor and evaluate service delivery for the First 1,000 Days of Life (HPK), female adolescents, and couples of childbearing age (PUS) to prevent stunting.
Financial and Operational Standards
Based on the regional regulation, the appointment of KPM must adhere to the following minimum standards:
- Quantity: At least 1 (one) KPM member per village.
- Honorarium: Allocated at IDR 600,000 per month.
- Operations: Provision of funds for stationery (ATK), document duplication, and reporting needs.
Key Duties of the Stunting KPM
The KPM is the linchpin for stunting convergence at the village level. Their duties include:
- Socialization: Raising awareness about the importance of stunting prevention convergence.
- Social Mapping: Identifying stunting causes and service gaps through integrated social mapping and Focus Group Discussions (FGD).
- Behavioral Change: Engaging in activities to change community mindsets and hygiene/nutritional behaviors.
- Data Presentation: Utilizing stunting templates to provide a presentation at the Village Stunting Forum as a reference for budget recommendations.
- Digital Monitoring: Managing the e-HDW Application to ensure priority groups access health services.
- Forum Support: Assisting in the Village Stunting Rembuk and facilitating the Healthy Village Home (RDS) Forum.
- Reporting: Preparing quarterly Village Scorecards to be discussed in TPPS coordination meetings.
Strategic Synergy
The KPM does not work in isolation. They must maintain constant coordination with the Village Government, health providers (Puskesmas/Posyandu), and educational units. Together with village assistants, the KPM ensures that the 2025 planning cycle remains focused on human resource development and the eradication of extreme poverty and malnutrition.
