BPD Decree (SK) for the Integrated Village RPJM Amendment Assembly Committee

The implementation of the integrated Village RPJM amendment is fundamentally based on Article 39 paragraph (1) of Law Number 3 of 2024, which stipulates that the Village Head holds office for 8 (eight) years from the date of inauguration. Furthermore, Article 79 paragraph (2) letter a mandates that the Village Medium-Term Development Plan (RPJM Desa) must be prepared for an 8-year period.

This means that the RPJM Desa documents previously drafted for a 6-year period must now be adjusted to match the updated 8-year tenure of the Village Head.

Legal Basis for the Assembly Committee

The formation of the Integrated RPJM Amendment Assembly Committee is based on Article 21 paragraph (1) of Village Minister Regulation Number 16 of 2019 concerning Village Assemblies. This regulation requires the formation of a Village Assembly (Musdes) organizing committee, which is established through a Village Consultative Body (BPD) Decree.

The policy within the **Revised Village Law** serves as the primary trigger for this amendment. According to Article 28 of Permendagri Number 114 of 2014, a Village Head may amend the RPJM Desa if there are fundamental changes in government policies at the central, provincial, or district/city levels.

Efficiency Through Integrated Planning

Currently, village governments are entering the preparation phase for the annual Village Government Work Plan (RKP Desa). To ensure efficiency, the process of amending the RPJM Desa for the 7th and 8th years is integrated with the drafting of the following year’s RKP Desa. This is known as Integrated Village Planning.

To maintain the essence of both planning documents, the Village Head forms an integrated drafting team to handle the RPJM Desa amendment and the RKP Desa simultaneously. This team prepares the integrated draft, which will then be discussed in the Integrated RPJM Amendment Village Assembly (Musdes).

Duties of the Assembly Committee

The duties of the assembly committee, as established by the BPD Decree (SK BPD), include:

  1. Drafting the schedule and agenda for the Village Assembly (Musdes) regarding village planning;
  2. Preparing the meeting accommodations and logistics;
  3. Preparing the attendance lists;
  4. Drafting the assembly’s rules of procedure (Tata Tertib);
  5. Sending invitations to participants and guests no later than 5 (five) days before the assembly;
  6. Managing participant registration for those wishing to attend, at least 1 (one) day before the assembly;
  7. Preparing the materials for the Village Assembly, which include:
    1. RPJM Desa Amendment Materials:
      • BPD’s primary views (Pokok Pikiran);
      • Development programs/activities proposed by the community;
      • The Draft RPJM Desa Amendment.
    2. RKP Desa Materials:
      • The Draft RKP Desa and DU-RKP documents;
      • The BPD Official Viewpoint document.
