Beneficiaries of the **Habitable and Healthy House (RTLH)** development assistance funded by the Village Fund must be officially appointed through a **Village Head Decree (SK)**. This administrative step is a direct implementation of Permendesa PDTT Number 7 of 2023 regarding the Details of Village Fund Priorities.
According to the regulation issued on October 27, 2023, the use of Village Funds for infrastructure must prioritize poverty alleviation and the improvement of slum areas. This is achieved through the construction, repair, or rehabilitation of habitable and healthy houses for the poor. It is important to note that this assistance is provided strictly in the form of building materials and not for labor wages.
Beneficiary Selection Criteria
To ensure transparency and targeted aid, the selection of KPM RTLH must meet the following technical criteria:
- Residency: The individual must legally reside within the village administrative area.
- Deliberation: The recipient list must be decided and agreed upon during a Village Meeting (Musyawarah Desa).
- Legal Basis: The final decision must be formalized through a Village Head Decree.
- Assistance Cap: The maximum value of assistance is Rp10,000,000.00 (ten million rupiah), provided exclusively as construction materials.
- Health Priority: Priority is given to households with stunting cases or members vulnerable to chronic/prolonged illnesses, such as tuberculosis and other infectious diseases.
The Essence of Social Synergy: Gotong Royong
The regulation stipulates that assistance covers only materials because the physical labor—the construction or renovation itself—must be performed through Gotong Royong (mutual cooperation). By excluding labor wages from the budget, the government aims to revitalize the traditional spirit of village solidarity.
This method encourages neighbors to help one another, ensuring that the development of a habitable house also strengthens social bonds and community care for the less fortunate. The construction process is carried out as a self-help (swadaya) project, preserving an essential cultural pillar of the Indonesian village.
