Updated Village TPK Decree: Activity Implementation Team

Following the issuance of LKPP Decision Number 2 of 2024 regarding the Model for Village Self-Management Procurement Documents, it is necessary to adjust the Village TPK (Tim Pelaksana Kegiatan) decree. This update ensures that the procurement of goods and services at the village level aligns with the latest self-management (swadaya) models.

In accordance with Article 11 of LKPP Regulation Number 12 of 2019, the TPK must consist of at least 3 (three) members drawn from the Village Apparatus, Village Community Institutions (LKD), and the general community. For projects with higher complexity, the number of personnel may be increased, provided the total count remains an odd number.

Primary Duties of the TPK

Under the 2025 procurement standards, the TPK is tasked with the following responsibilities:

• Self-Management (Swakelola): Executing the physical or social activities directly using village resources.
• Tender Management: Drafting auction/tender documents for projects involving third-party providers.
• Provider Selection: Announcing, executing, and finalizing the selection of providers for external procurement.
• Reporting: Inspecting the procurement results and submitting formal reports to the Section Head (Kasi) or Affairs Head (Kaur).
• Transparency: Publicly announcing the final results of all procurement activities.

Technical Oversight for Construction

For construction-related projects executed via self-management, the TPK must include a designated Technical Supervisor. This individual is an internal TPK member who possesses the technical expertise to understand and oversee construction specifications, ensuring that village infrastructure meets safety and engineering standards as specified in the TPK Decree.

Honorarium and Funding

The Village Government may provide an honorarium to the TPK members, as well as other non-binding funding sources, in accordance with applicable laws. The specific amount of the honorarium should be determined based on the village’s financial capacity and regional standards for the 2025 fiscal year.
