The Village Development Planning Forum (Musrenbang Desa) is a deliberative assembly between the BPD, Village Government, and community elements. Organized by the Village Government, its purpose is to establish priorities, programs, and activities funded by the Village Budget (APBDes), community self-help funds, and/or regional budgets (APBD).

- Quorum: The session officially opens if 2/3 (two-thirds) of invited participants are present, or as otherwise agreed upon by the assembly.
- Agenda Approval: The committee reads the agenda before the session begins. Participants have the right to object or propose improvements before the agenda is formally approved by the leadership.

- Village Authority: Includes governance, development, community guidance, and empowerment based on Origin Rights and Village-Scale Local Authority. Village SDGs are the integrated efforts to achieve sustainable development goals at the rural level.
- Priority Programs and Activities: Activities listed in the RKP Desa draft that have been ranked through consensus or a standardized scoring/evaluation system.
- Prioritization Criteria: The ranking of programs is conducted based on:
- Village Authority: Ensuring the activity falls within the legal mandate of the village.
- SDGs Alignment: Adjusting priorities based on the village’s real-time SDGs achievement data.
- Regional Synergy: Aligning village plans with the regency/city development themes and targets.
- Local Resource Availability: Ensuring the availability of local natural and human resources to execute the project.
- Village Fund Priority: For activities funded specifically by the Dana Desa (DD), priorities must strictly refer to the Ministry of Villages (Permendesa PDTT) regulations on the Priority Use of Village Funds.
