Reporting on Self-Management (Swakelola) Procurement is a mandatory process for Village Governments to account for the use of the Village Budget (APB Desa). These documents serve as official evidence that the procurement of goods and services has been completed according to the established standards and regional regulations.
This reporting framework is an integral part of LKPP Decision Number 2 of 2024 regarding the Model for Village Procurement Documents and adheres to local guidelines, such as Situbondo Regent Regulation (Perbup) Number 25 of 2020.
Structure of the Reporting Documents
The reporting phase is divided into two critical parts, each serving a specific level of accountability within the village administration:
Part 1: Handover Certificate (BAST) from TPK to Kasi/Kaur
This section provides the template for the Activity Implementation Team (TPK) to report the final output of the self-management package. It includes:
- Detailed information on the work package.
- Verification of goods or services procured.
- Formal transfer of responsibility from the field team (TPK) to the responsible Section Head (Kasi) or Affairs Head (Kaur).
Part 2: Certificate of Handover of Self-Management Results
This document focuses on the Progress and Achievement Tracking of the project. Compiled by the Kasi/Kaur, it compares the initial planning stages with the actual realization, specifically detailing:
- Progress Percentage: Quantitative measurement of completed work.
- Cost Analysis: Comparison of planned budget vs. actual expenditure.
- Schedule Adherence: Verification of work completed within the designated timeline.
Strategic Importance for 2025
In the 2025 fiscal year, maintaining disciplined Self-Management Reporting is essential for preventing administrative overlap and financial discrepancies. By following the LKPP 2/2024 model, the village ensures that its internal controls are strong enough to withstand inspections and audits. This professional documentation supports Village SDG 16: Effective, Accountable, and Transparent Institutions, ensuring that village assets are well-recorded and their procurement processes are beyond reproach.
