The BAST Swakelola Desa (Berita Acara Serah Terima) is a critical administrative document used to certify the completion of programs and activities within the village’s goods and services procurement (PBJ) system. This document serves as official proof that the Activity Implementation Team (TPK) has finalized their assigned tasks according to the Village Head’s Decree.
As a core component of the village’s self-management (Swakelola) reporting, this certificate ensures that every project is accountable, transparent, and legally finalized before the asset is handed over to the community.
The Reporting and Handover Chain
The workflow for finalizing a village project involves a structured hierarchy to ensure quality control and accountability:
- TPK to Kasi/Kaur: The TPK reports the progress and the 100% completion of the self-management activity to the relevant Section Head (Kasi) or Affairs Head (Kaur) acting as the PPK (Commitment Making Officer).
- Field Verification: The Kasi/Kaur verifies the “Kemajuan Pelaksanaan” (Execution Progress) and confirms that the procurement meets the required technical standards.
- Formal Handover to Village Head: After verification, the Kasi/Kaur submits the completed project results to the Village Head using the Village Job Handover Certificate, which is signed by both parties.
Mandatory Documentation & Archiving
For a project to be considered legally complete in the 2025 fiscal year, the responsible Kasi/Kaur must archive a complete set of PBJ documents. These include:
