The determination of beneficiaries for Habitable and Healthy House Assistance (RTLH) sourced from the Village Fund (Dana Desa) must be discussed and agreed upon within a Village Meeting (Musdes) forum. The final results are then legalized through a Village Head Decree (SK). This requirement is strictly mandated by Permendesa PDTT Number 7 of 2023 regarding the Detailed Priorities for Village Fund Use.

The Musdes serves as the highest forum for determining village policy. It is organized by the Village Consultative Body (BPD) and facilitated by the Village Government, as outlined in Permendesa PDTT Number 16 of 2019. The BPD Chairperson leads the forum, assisted by a committee headed by the BPD Secretary.


Eligibility Criteria and Assistance Terms

Under current regulations, the RTLH assistance provided via the Village Fund is limited to building materials only. The following criteria and terms apply:

  1. Residency: The beneficiary must reside within the village territory.
  2. Legality: The decision must be reached through a Musdes and established via a Village Head Decree.
  3. Financial Limit: Assistance is provided at a maximum value of Rp10,000,000.00 (ten million rupiah) in the form of materials/building supplies.
  4. Health Priority: Priority is given to households with stunting cases or members suffering from chronic/prolonged illnesses (e.g., Tuberculosis or other infectious diseases).

Revitalizing the Spirit of “Gotong Royong”

The policy of capping material assistance at 10 million rupiah is strategically designed to revitalize the social tradition of Gotong Royong (mutual cooperation). Since the fund covers only materials, the actual labor—the physical building or renovation of the house—is expected to be performed collectively by the community.

This approach aims to protect village customs that have begun to fade, ensuring that mutual aid remains a preserved social fabric within the village. By involving the neighbors in the construction process, the assistance fosters social unity alongside physical development.
