The Village Assembly (Musdes) is a formal deliberation between the Village Consultative Body (BPD), the Village Government, and community elements, organized by the BPD to agree on strategic matters. According to national regulations, strategic matters include the formulation of Village Planning documents such as the RPJM Desa and the RKP Desa.
The Village Government facilitates the assembly by preparing technical, substantive, and administrative materials. While the Village Head is responsible for the facilitation process, the BPD serves as the official host and organizer of the deliberation.
Regulatory Context: Permendesa 21/2020
In accordance with Article 45, Paragraph (3) of Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020, once the Village Head approves the draft prepared by the drafting team—formalized through official minutes—the Village Head then requests the BPD to convene the Planning Assembly.
The primary objective of this assembly is to gather data, information, and community aspirations to further refine and finalize the RKP Desa Draft.
Mandatory Materials for the Planning Assembly
To ensure a high-quality deliberation, the following documents must be prepared and presented:
- Approved Drafts: The RKP Desa Draft and DU-RKP Desa that have already received official approval from the Village Head.
- Official BPD Strategic Outlook: This critical document must, at minimum, contain:
- Introduction: Background, legal basis, and objectives.
- General Overview: A summary of the strategic matters to be discussed.
- BPD Perspective: The institutional opinion of the BPD regarding the proposed strategic plans.
- Conclusion and Recommendations: Formal advice for the finalization of the village plan.
The Significance of the Minutes
The Minutes of the Village Planning Assembly serve as the official record of community feedback and institutional consensus. It transforms a technical draft into a socially-validated plan. The outcomes recorded in these minutes will be used by the drafting team to make final adjustments to the RKP Desa before it moves to the final ratification stage.
