Following the initial stages of the planning cycle, the RKP Desa drafting team must prepare a comprehensive draft to serve as the village’s annual planning reference. Under Articles 42 to 45 of Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020, this phase consists of two primary agendas:
- Drafting the RKP Desa and the List of Proposed Plans (DU-RKP Desa).
- Executing the Village Assembly (Musdes) concerning Village Planning.
A significant shift from previous regulations is that the Village Assembly (Musdes) is now part of the drafting team’s workflow. This means the assembly is held after the team has successfully formulated the RKP Desa draft, allowing for a more data-driven and structured discussion during the forum.
Objectives of the RKP Desa Drafting Process
The drafting process is designed to categorize and prioritize programs based on their management and funding structures:
- Locally Managed Programs: Drafting priority plans and budgets managed directly by the Village.
- Collaborative Programs: Planning activities managed through cooperation between villages or with third parties.
- Assigned Authorities: Organizing programs and budgets mandated to the Village by central, provincial, or regency governments.
- Implementation Readiness: Drafting the proposal for the Activity Implementation Team (TPK).
Note: The modern RKP Desa format emphasizes evidence-based planning, using existing real-time data and field facts from the current planning year to determine future priorities.
Mandatory Components of the RKP Desa Draft
According to Article 43 of Permendesa 21/2020, the draft must contain at least the following elements:
